Updates on the Fight for Quality Public Education in Brevard County, FL
0:00 Thank you.
37:29 wishes to address this item.
37:30 Seeing none. Do I have a motion? Move to approve. Second. Do I
37:33 have any discussion from the board?
37:34 Paul, roll call please. Ms. Jenkins? Aye. Ms. Campbell? Aye. Ms.
37:38 Wright? Aye. Mr. Trent? Aye. Mr. Susan? Aye.
37:41 On to board policy 2575, service learning. Is there anyone
37:45 present who wishes to address this item?
37:46 Is there anyone present who wishes to address this item? Seeing
37:49 none. Do I have a motion? Move to approve.
37:52 Second. Any discussion? Paul, roll call please. Ms. Jenkins? Aye.
37:56 Ms. Campbell? Aye. Ms. Wright? Aye.
37:58 Mr. Trent? Aye. Mr. Susan? Aye.
38:01 On to board policy 3121.01, criminal background and employment
38:05 history checks. Is there anyone present who wishes to address
38:07 this item?
38:08 Yeah, I want to talk about the addition to this policy where it
38:16 states that any failure by the applicant to accurately disclose
38:24 criminal arrest history
38:25 shall automatically disqualify the applicant from being
38:28 considered for employment for a period
38:29 of one calendar year from the date of background screening. And
38:34 then the addition is candidates
38:36 disqualified for employment due to nondisclosure of criminal
38:39 arrest history may submit an appeal
38:41 to the superintendent or designee. First off, we all know why
38:46 this particular change has come
38:48 about, right, right? We have school board members who failed to
38:51 do that, looking at you, Mr. Susan, looking at you, Mr. Trent.
38:56 On top of that, we had school board members that then went out
39:02 and actively pointed out other teachers that had this happen to
39:07 them.
39:08 So we all know why this is in here, though neither one of you
39:10 may need this at this point. I will point out that this board
39:15 claims to be, let’s run schools like a business, right?
39:19 There is no business that I have ever worked for that has some
39:24 kind of lame appeal process like this. You lie on your
39:26 application to be an employer, to be an employee, you’re disqualified
39:26 from that job. Right?
39:26 I see no reason to do this. There’s no other nobody out there
39:39 who does this, right? It’s a nice thing, sure, but it’s
39:43 unnecessary. I don’t care who did it. It’s very plain on the
39:46 language when you sign up what qualifies to report. Okay?
39:46 If you don’t report it, you shouldn’t have been hired. It’s that
39:56 simple. Thank you.
39:59 All right. Is there anyone else present who wishes to address
40:03 this item? No? All right. Do I have a motion?
40:09 Move to approve. Second. Any discussion? None? All right. Paul,
40:14 roll call, please.
40:15 Mr. Jenkins? Aye. Ms. Campbell? Aye. Ms. Wright? Aye. Mr. Trent?
40:19 Aye. Mr. Susan? Aye.
40:20 All right. On to board policy 5114, foreign students. Is there
40:24 anyone present who wishes to address this item?
40:26 Yeah, I want to address on this, the two additions, it says non-immigrant
40:36 students with J-1 visas, and it looks like the addition is
40:41 students may not graduate from high school or receive a diploma.
40:44 I’m not sure where this is coming from statute, and you guys are
40:47 forced to do this.
40:49 You put the same addition into non-immigrant students with F-1
40:53 visas, those students may not graduate from high school or
40:56 receive a diploma.
40:57 I really don’t see how this adds to public education. This seems
41:04 to take away.
41:05 The Florida Constitution does not define any resident of Florida
41:19 is subject to an education, right?
41:22 This goes against the Florida Constitution. I find it just crazy
41:25 to think that students can put in all this time, and just
41:30 because they have J-1 visas or F-1 visas,
41:34 they may not graduate from high school or receive a diploma.
41:36 Understanding I may not know all the facts, there may be statutes
41:39 or regulations that require this.
41:41 If so, those are wrong, and the board should say so. Thank you.
41:45 Is there anyone else present who wishes to address this item? No.
41:53 I’m trying to find the email. Ms. Harris, I know I’m going to
41:55 put you on the spot right now because this is a question I had
41:57 as well, and I’m just going to ask you if you don’t mind coming
42:00 forward just to clarify this. I’m trying to find the email and I
42:02 can’t put my hands on it, on the reason being for it. I asked
42:06 that exact same question, Mr. Ross, because I was concerned as
42:09 well.
42:10 Ms. Yeah, I think it has more to do with that. Our foreign
42:13 exchange students are usually only here for a year, and that
42:15 doesn’t give them enough time to complete all of the graduation
42:18 requirements for the state of Florida or U.S.
42:19 That is exactly the – this is for a foreign exchange student.
42:25 So this is not for a family that moves to the United States from
42:29 out of the country that just happens to enroll as an 11th grader.
42:34 This would be for our foreign exchange students. And we have
42:39 really looked at the
42:40 and looked into this of is this – do we have wiggle room within
42:43 this and speaking with other districts on their practices. And
42:46 there really is not an option just because they can’t meet all
42:51 the requirements for graduation.
42:53 Even we were trying to work with some specific families where
42:56 the family just wanted them to stay another year and live with
43:00 the exchange family. And we just can’t do that. So I can look up
43:07 the language right now and I can get you some further
43:07 clarification.
43:07 Ms. Okay. I know you sent me an email. Sorry to put you on the
43:11 spot. I know you sent me an email because I had asked this exact
43:14 question. And I – for whatever reason, because we’ve been
43:16 working on these since really September –
43:18 Ms. But if – I just want to be clear. Like so if we have a –
43:21 you know, just a family moves here and they enroll, that’s a
43:24 different situation.
43:25 Ms. Right.
43:26 Ms. This is specific to foreign exchange students.
43:28 Ms. Okay. Thank you. Thank you for the clarification. All right.
43:32 Any other discussion from the board?
43:34 No.
43:35 Ms. You need a motion and a second.
43:36 Oh, we don’t have a motion and a second. Sorry.
43:37 Do we have a motion?
43:38 Move to approve.
43:39 Do we have a second?
43:40 Second.
43:41 All right. Any discussion from the board?

46:00 On to board policy 5465, general education development, your GED
46:02 test.
46:02 Is there anyone present who wishes to address this item?
46:03 All right.
46:04 On to board policy 5465, general education development, your GED

46:06 Ms. Jenkins?
46:07 Aye.
46:08 Ms. Campbell?
46:09 Aye.
46:10 Ms. Wright?

46:13 Aye.
46:14 Mr. Susan?

46:28 Move to approve.

46:35 Aye.
46:36 Mr. Trent?
46:37 Aye.
46:38 Mr. Susan?
46:39 Aye.
46:40 All right.
46:41 Board policy 5505, academic honesty.
46:42 Is there anyone present who wishes to address this item?
46:44 All right.
46:45 Yeah, I’d like to address item C, utilizing artificial
46:56 intelligence platforms and natural language processing
46:59 tools to create content and then submitting the content as one’s
47:02 own.
47:03 While I appreciate the board is trying to get ahead of this, I
47:06 think you’re, and you do address
47:08 it more in policy 7540, I think you guys are not getting far
47:13 enough ahead of this in that,
47:18 within a year or two, and it’s really already here, a lot of AI
47:23 is already going to be embedded
47:25 in the very tools you use.
47:26 You’re going to have a watch.
47:27 It’s going to have AI in it.
47:28 You’re going to have a calculator.
47:29 It’s going to have AI in it.
47:30 Word, Microsoft Word already has AI capabilities in it.
47:40 And my concern is that, one, if the district doesn’t become
47:44 highly educated on this very quickly,
47:47 teachers aren’t going to know when a kid uses AI.
47:50 The kids, the students aren’t even going to know when they’re
47:53 using AI capabilities, especially
47:55 natural language processing capabilities.
47:57 So, while I appreciate that you’re trying to deal with this, I
48:04 feel this policy, very much
48:06 kind of like your cell phone policy, is behind the times.
48:10 You’re not going to stop this technology.
48:12 It’s coming.
48:13 It’s going to be on the kids.
48:16 It’s going to be in everything, every tool, electronic tool,
48:19 that they use in a very short
48:20 amount of time.
48:24 And I really think you need to write better policy about this.
48:28 It needs to be more specific and have some real clarification in
48:34 there about what
48:35 is or what isn’t allowed.
48:39 That may be hard to do, but this policy is going to be out of
48:43 date in six months, maybe
48:45 a year.
48:46 And I will come back here and address policy 7540 as well as I
48:51 have some other concerns
48:52 about that.
48:53 Thank you.
48:54 Thank you, Mr. Ross.
48:55 Is there anyone else present who wishes to address this item?
48:58 Do I have a motion?
49:00 Move to approve.
49:01 Second.
49:02 Any discussion?
49:03 I’d like to.
49:04 You would like to?
49:05 That’s one of the items.
49:06 Go ahead.
49:07 There’s a lot of school districts that are forming committees to
49:08 address this both with
49:10 not only regulations but also communications to our students.
49:13 I think there’s a lot of possibilities here that I think we
49:16 should take a look at.
49:18 I got approached from about three or four other school districts,
49:21 Miami-Dade, Broward and others
49:23 that are forming like a statewide group to try to take a look at
49:26 this from school district’s
49:28 perspective from multiple angles.
49:29 So I think that after this policy’s passed, I think it would be
49:31 advantageous for us to form
49:33 a little advisory committee to try to figure out how to
49:35 communicate to the people, our teachers,
49:38 everybody else, our parents, on how to identify.
49:40 We’ve all received the emails recently about, you know, my kid’s
49:43 been accused of using AI.
49:45 And the parents are wondering how that process goes for the
49:48 teachers, what the limits are and
49:50 everything else.
49:51 So I think it would be advantageous for us to move in that
49:53 direction once this is passed.
49:55 So thank you.
49:56 Thank you.
49:58 Any other discussion on this one?
49:59 No?
50:00 I don’t disagree.
50:01 I think this policy is one that’s going to be revisited quite
50:04 frequently.
50:05 Honestly, because technology changes so quickly, so rapidly.
50:09 And AI is an issue.
50:11 I don’t love it either.
50:13 I understand the concern that we’re hearing and I think it would
50:15 be smart of us to really take a deep dive on this.
50:18 I know Mr. Cheatham back there is shaking his head.
50:20 He’s like, hi, this is my department.
50:22 So I think it’s a good idea for us to look at how we’re going to
50:25 combat this in the future.
50:26 Because it is going to become an issue all over the place.
50:29 But I think for right now we need to move forward with the
50:31 policy as it is and come back and revisit
50:34 this probably multiple times, unfortunately, as technology
50:37 changes.
50:38 But on the other hand, this policy is defining terms.
50:41 Yes.
50:42 It’s defining what academic dishonesty is.
50:45 Right.
50:46 And even letter C, that is academic dishonesty.
50:49 And at this point, if we don’t have the tools, it’s a matter of
50:51 do we have the tools to enforce it,
50:53 that’s a different conversation to me than this policy.
50:56 This policy is laying down the standard.
50:58 Here is what it is.
50:59 And gives our staff the tools to say you violated this policy.
51:03 Now how they can determine that is going to be the challenge.
51:06 But the policy is in place because this is more and more.
51:09 And for our virtual school, our virtual schools are already
51:11 having to deal with this.
51:13 And they have their own ways of dealing with it.
51:15 Because they know it’s even harder when you’re not eyes on a
51:18 student.
51:19 But I think the policy is a good and may need tweaking, may not.
51:24 Because the application of it doesn’t belong in the policy.
51:27 It belongs in maybe administrative procedures or what our staff
51:30 develop beyond it.
51:32 But as far as definitions go, that is academic dishonesty.
51:37 That’s all.
51:38 I don’t think there’s any question to that.
51:40 Yeah, just not that it’s completely specific to this.
51:43 But just I’ve been saying this time and time again when we’re
51:46 having a debate about cell phones in the classroom.
51:48 But I think it’s advantageous of Brevard Public Schools to be a
51:51 leader in this state.
51:54 It’s happening around the world.
51:56 It’s happening across the country.
51:57 It’s not necessarily happening in Florida just yet.
51:59 To be forward thinking when it comes to opportunities for our
52:04 students to have classes that teach them how to discern factual
52:09 information on the internet.
52:10 How to use these tools to their benefit.
52:13 But to use them with honesty and integrity.
52:16 Because the reality is, as much as people want to say negative
52:19 things about it, it is a positive tool, right?
52:23 And it is our job, I believe, as a school system to not shut
52:26 down the advancement of technology for our students and to shun
52:29 them out in the classroom.
52:30 But it’s our obligation, honestly, because they’re with us all
52:32 day long and that’s what they’re using it for.
52:35 To start to develop classes and coursework for our students to
52:38 be able to use it appropriately.
52:40 We can’t expect them to just learn it or to understand how to
52:43 use it appropriately.
52:45 It’s our obligation, quite frankly.
52:47 And we need to start in the youngest of ages when we have kids
52:49 sitting on iPads when they’re five years old.
52:52 We need to be able to do that.
52:54 And that’s not going to be quick or easy.
52:56 And that’s a huge demand and task on our staff.
52:58 But I think that we need to be forward thinking and figure out
53:01 how to implement something like that within the next coming
53:03 years.
53:04 And again, it’s an opportunity to be leaders in the state.
53:08 All right.
53:09 Thank you.

59:46 Is there anyone present who wishes to address this item?
59:47 All right.
59:48 Go.
59:49 Yeah.
59:50 I want to address item F.
59:51 It says, Under Florida law, parents have the right to give their
59:54 consent in writing before a school
59:56 employee makes a video or voice recording of their minor child,
1:00:00 unless recording is used solely
1:00:02 for the following, with some exceptions, a safety demonstration,
1:00:07 a purpose related to a legitimate
1:00:09 academic or extracurricular activity, a purpose related to a
1:00:13 regular classroom instruction,
1:00:16 security or surveillance of buildings.
1:00:17 Mr. Ross, I think that one’s under the next policy, the video
1:00:20 surveillance and electronic
1:00:21 monitoring.
1:00:22 So I know I’m trying to find where you’re at and I don’t, there’s
1:00:25 no F on this policy.
1:00:25 We’re almost there.
1:00:27 So come back.
1:00:28 We’ll be back in just a second.
1:00:29 But that’s the next one.
1:00:30 All right.
1:00:31 Is there anyone else present who wishes to address this policy,
1:00:32 which is buildings and
1:00:33 ground security?
1:00:34 No?
1:00:35 All right.
1:00:36 Do I have a motion?

1:00:44 Aye.
1:00:45 Ms. Wright?
1:00:46 Aye.
1:00:47 Mr. Trent?
1:00:48 Aye.
1:00:49 Mr. Susan?
1:00:50 Aye.
1:00:51 All right.
1:00:52 Now we’re on to 7440.01, which is video surveillance and
1:00:53 electronic monitoring.
1:00:53 Mr. Ross, you have the floor.
1:00:55 Thank you.
1:00:56 I’ll start over.
1:00:57 So, this is item F. It’s in addition.
1:01:02 Under Florida law, parents have the right to give their consent
1:01:04 in writing before a school
1:01:05 employee makes a video or voice recording of their minor child
1:01:09 unless the recording is used
1:01:11 solely for the following items.
1:01:13 These are exceptions, right?
1:01:14 A safety demonstration, a purpose related to a legitimate
1:01:17 academic or extracurricular
1:01:19 activity, a purpose related to regular classroom instruction,
1:01:23 security or surveillance of buildings
1:01:25 or grounds, a photo ID card, or recording of IEP team meetings,
1:01:30 which is addressed in a different
1:01:32 way.
1:01:33 So, the question I have is why do we have photos and videos of
1:01:39 children that are on Matt Susan’s
1:01:42 campaign campaign page?
1:01:46 That obviously violates policy.
1:01:48 I don’t see the exception in here.
1:01:50 Hasn’t been added in.
1:01:52 Second.
1:01:53 That’s concerning.
1:01:54 So, I would ask this board to please investigate why there are
1:01:59 students, pictures of students
1:02:02 in classrooms on Matt Susan’s campaign page.
1:02:05 Thank you.
1:02:06 All right.

1:03:23 Mr. Trent?
1:03:24 Aye.
1:03:25 Mr. Susan?
1:03:26 Aye.
1:03:27 Mr. Ross, you have the floor.
1:03:28 Yeah.
1:03:29 I just want to address this kind of in general terms that one of
1:03:39 the things that people don’t
1:03:42 talk about is that AI is going to be inequitable in a lot of
1:03:49 ways.
1:03:50 If you think about Google, and this goes to your point, Ms.
1:03:54 Jenkins, about critical thinking,
1:03:55 there’s inequity in how people use a simple search engine.
1:04:00 Certain people are educated and know how to use it efficiently.
1:04:07 There are people that aren’t.
1:04:09 This is a failure of the school system, a failure of our society
1:04:12 in general.
1:04:13 And AI is just going to compound that.
1:04:15 When you can start asking inquisitive questions, it’s – we’re
1:04:23 already seeing this in a lot of
1:04:24 reasons why is the ability to develop your prompt is vital in
1:04:30 there.
1:04:31 And I would like to see this district get ahead of that, going
1:04:36 to – very much to what Ms. Jenkins
1:04:37 talked about, is learning how to use these tools instead of just
1:04:41 being kind of – stand
1:04:44 back and see what – and watch and see what happens with them.
1:04:49 I’d like to see this school district work on ensuring that all
1:04:55 students will be able to
1:04:56 use AI equitably.
1:05:01 It is definitely going to be compounded.
1:05:04 We already see how misinformation is spread on the internet.
1:05:10 And people are going to need to have critical thinking skills
1:05:16 and know how to use AI properly.
1:05:18 And that should be addressed in this policy.
1:05:20 Thank you.
1:05:22 Is there – I might turn off.
1:05:24 Is there anyone else present who wishes to address this item?
1:05:26 Seeing none, do I have a motion?

1:09:42 Oh, I – I just – I saw this just a little while ago.
1:09:47 Last week on the 8th, 9th, and 10th, the district was supposed
1:09:51 to be doing – having the three
1:09:54 meetings for the science –
1:09:55 Yes.
1:09:56 – instructional materials adoption and the personal finance
1:09:58 materials adoption.
1:09:59 And I just noticed today, they’ve rescheduled that for tomorrow.
1:10:03 So, for anybody who may be watching, tomorrow night, which is
1:10:06 Wednesday, on the – what’s
1:10:09 the date?
1:10:10 The 17th, from 5:00 p.m. to 7:00 p.m. at Vieira Middle School.
1:10:14 If anyone is interested in attending those events, they all got
1:10:17 canceled last week.
1:10:18 That will be for the science instructional materials and the
1:10:21 personal finance
1:10:22 instructional materials.
1:10:23 I just thought I’d do a little public announcement.
1:10:25 Is that – that’ll just be the one date.
1:10:28 It’s the 16th.
1:10:30 Sorry.
1:10:31 I’m trying to move faster through the week than, you know, it’s
1:10:35 going.
1:10:36 Everyone has hurricane brain of what day is it.
1:10:38 Wednesday night.
1:10:39 Wednesday night, the 16th, from 5:00 p.m. to 7:00 p.m. next door
1:10:43 at Vieira Middle School.
1:10:43 All are welcome to come and take a look at those materials.
1:10:46 And then you’ll have the opportunity – opportunity to provide
1:10:49 input and ask questions.
1:10:49 Thank you, Ms. Campbell, for reminding the public of that.
1:10:52 Any other further things the reporter discuss?
1:10:55 All right.
