6:06 The October 8th, 2024, board meeting is now in order.

6:09 I’d like to welcome my fellow board members and the public.

6:11 It’s encouraging to see so many faces out in the audience that

6:13 are familiar this morning.

6:23 At this time the board would like to hold a moment of silence

6:26 and I invite the audience to join in.

6:45 All right. Please stand for the pledge of allegiance to the flag

7:10 of the United States of America and to the republic for which it

7:13 stands. One nation under the flag of the flag of the United

7:15 States of America.

7:15 All right. I’d like to at this time offer my fellow board

7:26 members and Dr. Rendell an opportunity to recognize students,

7:29 staff, or members of the community. Does anybody want to jump in

7:31 first?

7:31 You will. All right. We’re going to keep this meeting short

7:36 because the people in this room in the back and all around have

7:39 got work to do to get us shut down and ready to go before the

7:42 hurricane gets here. But I did want to recognize

7:45 He’s not in the room because he’s one of those people who’s

7:48 doing a lot of the work. Mr. Rashad Wilson, our COO. A lot of

7:52 people out there actually think that the five of us are the ones

7:55 making the calls and I guarantee you that is not the case.

7:59 The people whose job it is and particularly the COO is over

8:03 transportation and food nutrition services and so much more that

8:07 really is just directly affected security. Those things are

8:11 directly affected by these events. And since our last board

8:14 meeting now, this is our second storm that he has supervised. So

8:17 I know he would say it’s teamwork.

8:19 But thank you to Mr. Wilson who works directly in cooperation

8:25 with the Brevard County Operations Center. And so they’re making

8:30 those decisions together. I just appreciate his lead. And I know

8:33 they do that in conjunction with the direction of the

8:35 superintendent. The day-to-day operations of the district are

8:37 your responsibility. And I just appreciate your team, especially

8:39 Mr. Wilson during times like these. So kudos to him.

8:45 Thank you, Ms. Campbell. Anybody else want to go next? Yeah. All

8:47 right. Ms. Jenkins. Yeah. Um, I, uh, again, I don’t want to go

8:51 too long. I do want to recognize, um, some of the pretty scary

8:56 situations that we went through recently as a community. Um, I

8:59 want to thank our staff, our administrators, uh, law enforcement

9:03 for their swift response to rocket Rockledge High School. Um,

9:08 but I do also want to just talk about, um,

9:13 Um, the fact that we can’t, we can’t ignore that even though

9:17 everything was okay in the end and we’re so grateful for that,

9:20 that this isn’t still traumatic for so many kids that went

9:22 through that experience. Um, I personally shared some of the

9:25 videos and some of the pictures because I feel like it was

9:27 really important for our community to see because we don’t often

9:30 see that side of it. Um, and I think it’s important for us to

9:34 recognize that no matter what, it was still a traumatic

9:36 experience. Um, there was a teacher. I shared that picture as

9:39 well because it just kind of gave me chills. Um, Mr. Nick.

9:43 standing there with a baseball bat at the door but I and and he

9:47 is a hero and we thank him but

9:48 I also want people to take a moment to like really take in what

9:51 was happening in that photo too like

9:52 it’s it is a shame and it is a crime that we have teachers who

9:56 have to feel like that in that moment

9:58 I’m proud of him for being brave and standing in front of his

10:01 kids but I just I don’t want us to

10:04 just like slide over that either right so just check in on your

10:06 friends and family and make sure

10:09 that they’re doing okay and they’re doing okay after that

10:12 because this is definitely still a moment

10:13 that’s going to leave an impression on some of those really

10:16 vulnerable kids thank you thank you

10:19 Ms. Jenkins all right Mr. Susan yeah thank you I I um I was at

10:23 Rockledge yesterday for their faculty

10:25 meeting in the morning and if there is anybody out there that

10:29 actually has a connection to any of the

10:31 staff there just reach out to them and say hey thank you they

10:34 were shaken up pretty good from what

10:36 happen um I do know that like Ms. Jenkins said they had a very

10:40 strong reaction and uh the result was a

10:43 very um I mean everything from how they came in how they

10:46 processed and everything else was very good

10:49 um there’s a couple of things that staff had brought up that we

10:52 could do that might be able to improve

10:54 next and that’s what we always do we always look at it and

10:56 improve on the next one um but there is a

10:59 situation over there at Rockledge that if you have a friend over

11:01 there just reach out to him and tell

11:02 him how much you care about him because it’s needed I also

11:05 wanted to take and say thank you to staff for

11:08 putting together what is our first two of our career and

11:10 technical tours that we did they were in my

11:12 area I know they’re all coming to yours too I think um Ms.

11:15 Campbell you had one at Bayside that got

11:17 canceled because of something and um but yeah last one we’re

11:20 just starting to rack them up but I did want

11:23 to say that um what Bill McGinnis is doing over there at the Aviation

11:26 Center and what our staff is doing with the um

11:29 um with the boot camps and stuff like that in summer in Richmond

11:32 is just incredible many people that may not know but

11:34 we’re putting together boot camps for firefighters for this

11:37 summer and uh Ms. Rachel Rutledge is putting in in a year and a

11:40 half um a career and technical fire school up in Cocoa so we did

11:44 a thing on that at the firehouse and then the next one we

11:46 went to was at the Aviation Center at O’Galley where they

11:49 unveiled all of the things that we’re doing and

11:51 people may not know but they have a hundred percent placement in

11:54 that program and that’s what all of

11:55 our career and technical programs should do is find out that

11:58 every kid is either going to go to college

12:00 go into the military or go into the career that they choose but

12:03 they have to have a job so big cahoots out

12:05 for those individuals and that’s it for me thank you thank you

12:08 Mr. Susan Mr. Trump

12:10 to honor the time um that we have we try to want to keep it

12:15 short great great job um on what all of

12:19 you have said so far uh I just want to say there’s lots we could

12:22 have shout outs out there over the

12:24 last week of what’s happened but uh I’ll keep it short uh

12:27 praying for everyone in that’s in the uh in the

12:30 path of this storm and uh and and do what you need to do to stay

12:35 safe we’re good yeah thank you again

12:39 don’t want to do the the taking the time amount but I want to

12:41 say this one thing that happens when

12:43 we have a tragedies or an emergency like a hurricane is we get

12:46 to see the best of our community and I

12:48 think North Carolina is experiencing that uh right now I can

12:50 speak personally from what’s going on there

12:52 but um I’m praying that that’s what we see in Brevard County

12:55 that our community comes together that we

12:56 help our neighbors that all of the differences the division that

12:59 we see in our country

13:00 completely is gone and we are out there tarping roofs helping

13:03 cut down trees whatever it is it

13:04 needs to be done so Brevard County make us proud check on your

13:07 neighbors love on your neighbors

13:09 provide any kind of resources you can help everyone and then we’ll

13:11 get through this storm and get to

13:13 the other side of it and hopefully become you know come out on a

13:15 stronger end of things so

13:17 Dr. Rendell do you have any thank you madam chair just quickly

13:20 yes Mr. Wilson’s not in the room

13:22 right now our chief operating officer because he’s on a call

13:24 with the Brevard emergency operations center

13:27 we have periodic calls with them scheduled throughout the day in

13:30 the days leading up to an event like

13:32 this and through the event and then after the event so we’re

13:36 making our decisions based on the

13:38 information they provide us and what their needs are what their

13:40 projections are and things like that so

13:42 we’re going to keep the community informed as we move forward

13:46 you know right now early release today

13:48 closed Wednesday and Thursday hoping to be open Friday but we’ll

13:53 make a determination on that when

13:54 we see the path of the storm and how much we our community is

13:57 impacted and we’re going to use all

13:59 kinds of communication tools websites text messages emails and

14:05 of course the media

14:08 you know when we put me put word out so just keep watching the

14:11 communications and we’ll let you know

14:13 what our next steps are thank you Dr. Rendell that’ll bring us

14:16 to the adoption of the agenda sorry I

14:18 apologize I just want to ask a question and Dr. Rendell I’m

14:19 sorry for putting on the spot if you don’t

14:21 have a solid answer for this but I I want to say Mr. Wilson had

14:25 sent something about potentially some of

14:28 our schools being used for special needs shelters is that a

14:32 definite and if if it is can we make sure we put that

14:35 information out there too so it’s coming from multiple sources

14:37 not just correct right now we haven’t been

14:39 asked to use any of our buildings for shelters there are two

14:43 elementary schools that we use in the

14:45 past for special needs shelters Sunrise Elementary and Williams

14:49 so we’ve been in discussions about those

14:51 if needed okay right now none of our schools are opening thanks

14:55 all right so that will bring us to

14:57 the adoption of the agenda Dr. Rendell thank you madam chair on

15:03 this morning’s agenda we have

15:05 one proclamation administrative staff recommendations 21 consent

15:09 items two action items and two information

15:12 items changes made to the agenda since released to the public

15:15 include the following f21 was added

15:18 approval of a 2425 Gardendale separate day school recruitment

15:21 and retention pay for support staff

15:23 revised for b7 parental rights and appreciation month proclamation

15:28 c8 administrative recommendations

15:31 f10 travel approval to the fsba fads joint conference and the

15:35 minutes for the last meeting f12 removed due to

15:40 hurricane milton was our entertainment for tonight a5 and our

15:43 museum passport recognition which was a7

16:00 proclamations dr rendell thank you madam chair yes today’s proclamation

16:04 is the parental rights and

16:05 appreciation month proclamation our chair mrs wright will be

16:08 reading the proclamation

16:10 all right thank you all right can i ask a question yeah yes go

16:15 right ahead um may i discuss something

16:19 before you read it i just want to make the discussion would

16:23 happen after because we would have to i’d read

16:26 the proclamation and then we’ll we would take the i’d make the

16:28 motion you can say no i just want to say

16:30 something to make it a little clear i just want to make you

16:33 aware of something so can we wait until

16:35 afterwards and then we’ll i just wanted to give you the

16:37 opportunity to know that i’m not blindsiding

16:39 you okay thank you all right so the parental rights and

16:42 appreciation month whereas parents and

16:45 guardians are in the best position to know their own child’s

16:47 needs and circumstances and therefore

16:49 should maintain authority over all decisions that impact the

16:51 health and well-being of their children

16:53 and whereas the fundamental right of parents and guardians over

16:56 the upbringing of their children

16:57 have been unequivocally established in the united states and

17:00 whereas the brevard county

17:02 public schools recognizes florida statute one zero one four

17:05 point zero one three point zero six

17:07 entitled the parents bill of rights whereas the brevard public

17:11 school board recognizes its duty under florida

17:13 statute one zero zero one point four two to quote adopt

17:17 procedures for notifying a student’s parents

17:20 guardian or guardian if there is a change in the student

17:23 services or monitoring related to the student’s

17:26 mental emotional or physical health or well-being and the school’s

17:29 ability to provide a safe and

17:31 supportive learning environment for the student in order to

17:34 reinforce the fundamental rights of the

17:36 parents and the guardian to make decisions regarding the

17:38 upbringing and control of their children

17:40 as described in florida statute one zero zero one point four two

17:43 whereas the brevard public school board

17:45 believes that all academic success begins by embracing these

17:48 fundamental parental rights in our education

17:51 and whereas it is essential that parents and guardians voices

17:54 are respected and incorporated into the

17:57 development of academic curricula to ensure that the that their

18:00 children are receiving an appropriate

18:02 education and whereas the brevard public school believes that

18:06 education must focus on academic

18:08 subjects and without exception should not include personal bias

18:11 personal political opinion or indoctrination

18:14 and therefore be it resolved that the brevard public school

18:17 board affirms our commitment to honor and

18:19 celebrate the rights of parents to direct the well-being and

18:22 education of their children and all employees will

18:25 uphold the traditional partnership between the teachers students

18:28 and parents by directly communicating with and

18:30 involving parents in the education of their children now it be

18:33 proclaimed that the school board of brevard designates the month

18:36 of october as parental

18:37 rights and appreciation month adopted by the district or sorry

18:40 by this district

18:41 school board of Brevard on this eighth day of October 2024 all

18:46 right do I have

18:47 a motion any discussion go ahead Miss Jenkins okay so you’re

18:55 gonna see why I

18:56 asked to say it beforehand I just I didn’t want to wait to the

18:59 end and make

18:59 it look like I’m blindsiding you but I get it so traditionally

19:04 when we have

19:04 proclamations there usually is either like a person or an

19:09 organization standing

19:10 beside it that you know comes to talk about it almost in like a

19:14 form of unity

19:15 or or whatever the blood disorders month military family things

19:22 of that nature so

19:25 this this verbatim proclamation was sent to us via email in June

19:30 and I wondered to

19:31 myself like why why would they send us in June and ask us to do

19:35 it in October and

19:37 then I realized why so this was sent to us by the Citizens

19:43 Commission on Human Rights

19:44 of Florida and that’s just the Florida chapter but there’s a

19:47 whole one and

19:48 there’s an international one and Thursday is World Mental Health

19:53 Day so this is

19:55 important because this is an organization that claims that they

20:00 exist to expose

20:01 psychiatric abuse but when you dig down deeper this is an

20:05 organization closely tied

20:07 to the Church of Scientology and it is anti psychiatry it

20:11 believes that psychiatric

20:14 disorders are not real diseases and their labels to justify

20:17 harmful treatment they have

20:21 been quoted as saying psychiatry is an industry of death that it

20:25 that psychiatrists have drugged veterans and active military

20:29 members which has caused the increase of suicide rates they

20:33 believe and spread disinformation that Osama bin Laden was a

20:37 part of 9-11 because his psychiatrist drugged him not simply

20:42 because he’s a terrorist

20:43 and I’m very uncomfortable co-signing something that is verbatim

20:51 sent by this organization because I believe it gives them

20:54 validity and and why I believe that is because in the very email

20:58 that they sent to us they did the same exact thing they said oh

21:01 by the way Indian rivers did this just the other month or

21:01 already signed up to do it I don’t remember verbatim but they

21:01 tried to justify it with with another school board doing it and

21:01 and I have I have concerns just because I believe it’s just

21:01 I believe we’re co-signing with their mission I think we’re

21:07 giving them validity to use our name that we that we put out

21:08 there exactly what they sent us and I just I think it’s wrong I

21:08 think it’s wrong in a world where we claim that we need more

21:08 mental health supports to potentially give

21:08 validation to an organization that’s clearly anti-mental health

21:15 my personal opinion is we should write our own if we feel very

21:23 strongly about this and put it on the next agenda I’m not

23:47 clarify so yes we did receive an email with this template on

23:49 there this template actually that they sent to us is a little

23:51 bit different it actually is changed

23:53 changed on our proclamation versus the one that they sent to us.

23:57 And the part about the concern that you have actually was

24:03 eliminated. So if you look at the original proclamation versus

24:06 the one that we have today, when it comes to the mental health

24:08 aspect of it, it’s not in our proclamation. It’s been removed

24:11 out. And I’ll have to find the exact quote on where it’s at, but

24:13 you can see it from your email. So again, this came about just

24:17 full transparency after talking with some people with Parental

24:20 Rights of Florida and just hearing what they’re doing

24:23 and understanding that the role a parent plays in a child’s

24:25 education and upbringing and well-being is so significant that

24:28 this is an initiative they would love to see every school

24:31 district take to say, hey, we value our parents. We value our

24:33 guardians. We believe that they are such a crucial role in a

24:36 child’s upbringing that we want to make sure that they

24:39 understand that we are a partnership, that we are not trying to

24:42 replace them. We are not trying to overstep boundaries that we

24:46 are partnering with them. So that’s why I brought this proclamation

24:49 forward. I support this proclamation. So I understand your

24:53 concerns and I hear what you’re saying and

24:53 if you’re voting against it, that’s your prerogative to do so.

26:09 then like to thank all the mentors and great leaders I’ve had

26:12 the opportunity to work with and for throughout my educational

26:15 career.

26:18 Schools, Orange County Public Schools, and, of course, my

26:21 current colleagues in Brevard Public Schools.

26:24 Some of those people being Pam Dampier, Lena Weibel, Misty Bland,

26:28 Dr. Patricia Fontan, Dr. Karen Ivory, Chris Reed, and Julie Kasten-Smith.

26:33 I look forward to the opportunity to serve Dr. Rendell, the

26:36 school board, and our students and families of Brevard County in

26:39 this role, and will give them my very best each day to rise to

26:42 the challenges I will encounter.

28:58 rise in bully incidents in Brevard Public Schools, and it’s

30:03 So I just thought I’d take just a quick minute to let you guys

30:04 know about, you know, when

30:05 we do our reports of where we, where we’ve been representing the

30:08 board.

30:08 It was in Fort Walton Beach at the FSBA board of directors and

30:13 committee chair of the leadership

30:15 week in training.

30:17 And I just wanted to share one thing.

30:19 I won’t share anything except for this one thing.

30:20 One of our guests was representative Pat Maney, who represents

30:24 Citrus County area.

30:25 And he talked about a particular bill that he got across the

30:28 finish line this last year

30:30 that somehow in our radar, I just don’t, it didn’t.

30:32 It was the first time I’d heard of it because we were tracking

30:35 all those education bills.

30:36 Um, but this one was specifically related to Baker acts and

30:39 Baker at the Baker act process

30:40 has needed to be really just revolutionized overhauled for many,

30:45 many years.

30:46 And one of the things he pointed out to us is as of July 1st, I

30:48 know our staff knows this,

30:49 but I guess it was the first time that it’s hit, you know, my

30:52 awareness.

30:52 And that is, um, judges, when it comes to Baker act someone

30:56 judges have discretion, doctors

30:58 have discretion, but law enforcement has not.

31:01 And as of July 1st, they do have discretion because there are

31:04 times when they are, we have

31:05 students who are Baker act because of, um, you know, thoughts of

31:09 harm or, you know, they go

31:10 through the process, but then quite frequently, those children

31:14 have to be handcuffed and put

31:16 in the back of a police car to be taken to the facility.

31:18 And that is no, they’re, this is brought about all kinds of

31:22 reforms.

31:22 And so in addition to other things that aren’t related to school,

31:25 but that one little piece

31:26 that’s related to our students in our schools, because that’s

31:28 happened in our schools,

31:29 and it’s very traumatic for the child.

31:31 It’s not deescalating, if anything, it’s escalating.

31:34 So I appreciate, um, representative Maney’s work on that.

31:37 And he said, he’s continuing to go back.

31:38 And he would like, the reason why I bring it up too, is he said,

31:41 there’s, there’s more work

31:42 to be done.

31:43 It took him three sessions for the house, you know, to get on

31:46 board with him to get it done,

31:48 because it was such a huge process that touched so many agencies.

31:52 But he did say, if anybody has, um, staff or boards across the

31:56 state have input as to how it can be

31:58 further refined, he is totally open to that input.

32:00 And so, uh, again, that’s representative Pat Maney’s a former

32:03 judge.

32:04 So he was familiar with that process and he represents Citrus

32:06 County.

32:07 So he wants to hear from all over the state.

32:08 So Dr. Rendell, if any of your staff have any input of how we

32:11 can further refine this process,

32:13 especially when it comes to our students, um, I would be happy

32:16 to be the person to get that

32:17 information to him and his staff.

32:19 But it’s really important work and hopefully that he can make

32:23 some further progress on that.

32:29 Yeah, I, um, I wanted to, on the tail end of, uh, Mr. Dufresne’s

32:35 professional testing,

32:36 where we have the way that they can be, um, basically, you don’t

32:41 have to pass your test

32:42 within the time amount allotted and we can have them still stay

32:44 a part of our schools as they

32:46 become adjuncts and stuff like that.

32:48 Yeah.

32:48 Um, I’ve been working very closely with a lot of the teachers

32:50 that are in there.

32:51 Um, and some of them are the most dynamic teachers that I know.

32:54 I, I physically know, um, that they are teachers of the year and

32:58 there’s other people in there

32:59 that I know have changed their community, um, through the doc

33:03 and other individual or other

33:04 organizations like that.

33:05 So what I wanted to just let you guys know is, is that I’m going

33:08 to, when I was a teacher,

33:10 I had some of the highest scores for the, um, advanced placement.

33:14 And one of the things I did was I very, I was very good about

33:17 teaching to the standards

33:18 and stuff like that.

33:19 Um, what I’m hearing from some of the teachers that are taking

33:22 the test is that the test is

33:24 not what is being given to them from the state to study for,

33:28 that the study guides are not indicative

33:29 of what is on the test.

33:31 And there seems to be a very big cloud over what is, um, allowed

33:35 to be viewed, um, when

33:37 we access some of the school, some of the tests.

33:40 So with that, I just wanted to let you guys know that I’m going

33:42 to, I’m probably going to

33:43 get involved in trying to hold some accountability to see if

33:47 what they’re doing as far as testing

33:49 is in line with what is inside the books so that we know.

33:52 And if it’s not, I’m going to make recommendations through the

33:54 legislature.

33:54 And I just want to let you guys know if you see that, that’s

33:56 what I’m doing.

33:57 That’s all.

33:57 Um, the other thing is, is that as an update, I had requested

34:01 that we look at giving, um,

34:03 instructional assistance, uh, arrays, um, that was furthered by

34:06 the board as far as looking into it.

34:08 And, um, so that we could get those supports to those teachers,

34:11 especially in elementary school

34:12 and other places, ESC.

34:13 Um, I do want to let you guys know that Pam Dampierre has gotten

34:17 her information.

34:18 I’m still waiting for the information to come over from Mr. Dufresne’s

34:21 office.

34:21 And then I would like to bring that back to you guys for further,

34:24 but we’re, they’re moving along

34:25 pretty good as far as finding and identifying that information.

34:28 And then the last piece that I wanted to do is, is it seems we

34:31 got an email, um, on 1010,

34:33 but there’s a contract that’s been agreed to, or some sort of a

34:36 agreement.

34:37 I would like to have a closed session to review that 1010

34:40 contract information

34:41 prior to it coming to a, a, um, a meeting.
