1:26:50 love it thank you as we look at you know one of the priority

1:26:56 employee groups the

1:26:59 teachers in particular I just wondered what is because you know

1:27:03 a lot of times

1:27:03 people get I don’t have an education degree you know or you know

1:27:08 if they

1:27:09 find themselves like myself you know haven’t taught in years all

1:27:12 my teaching

1:27:13 certificates in the places where I have had them have expired or

1:27:16 we have a ton

1:27:17 of people who are moving in from out of state what is the path

1:27:20 to the classroom

1:27:21 look like for someone like that who maybe hasn’t taught in many

1:27:25 years and so

1:27:26 they don’t have current certification what does that look like

1:27:29 for them who

1:27:30 might say okay I’m ready to go back into the classroom now yeah

1:27:32 great question I

1:27:35 literally say everywhere I go if you hold a four-year degree

1:27:39 there is virtually a

1:27:41 pathway to being a classroom teacher for you that we will

1:27:45 partner with you to do

1:27:46 and you don’t have to wait to do it we can you can start

1:27:49 teaching earning a

1:27:51 full-time salary and we partner with you to get your

1:27:55 certification to get all of

1:27:56 the credentials that you may need if you are a non formally

1:28:00 college of education

1:28:02 degree holder or you are a former educator certified in another

1:28:08 state but it’s

1:28:08 just lapsed and that type of thing our recruitment retention

1:28:12 office literally

1:28:13 walks that out one-on-one with any candidate and helps them

1:28:18 navigate that

1:28:20 pathway let me reiterate virtually any four-year degree holding

1:28:26 individual and

1:28:27 even some not four-year degree holding individuals particularly

1:28:32 for positions in

1:28:33 career and technical education because we have found some very

1:28:37 creative I’ll say

1:28:40 pathways for individuals who don’t currently hold a four-year

1:28:44 degree but in

1:28:44 career tech ed their experience can meet some of those

1:28:47 qualifications don’t let your

1:28:51 belief or sense that you don’t meet the qualifications prevent

1:28:56 you from reaching

1:28:56 out to us and talking there are so many potential pathways

1:29:02 whether you’re a former teacher you need to get your

1:29:05 credentials here in Florida people don’t realize we have reciprocate

1:29:09 that word I’ve used my word limit today so but we we walk that

1:29:19 out with folks every

1:29:21 single day all the time and we are absolutely committed to doing

1:29:24 that with

1:29:24 any any candidate individual yeah and you and that was my second

1:29:28 question was what

1:29:28 if they don’t have a degree at all yeah or not a degree at all

1:29:31 but don’t have an

1:29:32 education degree but they have a bachelor’s another so thank you

1:29:34 for

1:29:34 addressing that and I know that’s something we’ve done in the

1:29:36 past I just

1:29:36 you know thank you for dressing I want to know how how fast you

1:29:39 know can we get

1:29:40 those people and I there’s some principles one of my prince

1:29:44 principles at one of the

1:29:44 high schools where I serve in particular is happens to be really

1:29:47 fantastic at

1:29:48 recruiting people who hadn’t even thought about being a teacher

1:29:51 before but

1:29:51 maybe they were working as a sub and he’s like hey I’ve got a

1:29:55 job for you and

1:29:55 it’s just great at walking through dr. Harris is really great at

1:29:59 walking

1:29:59 people through that process and and developing a new career for

1:30:03 many so

1:30:03 appreciate that we’re doing that we’re moving them through

1:30:06 quickly I think

1:30:08 that’s all I have

1:30:11 thank you and I not really really gonna address the recruitment

1:30:19 and retention I

1:30:20 feel like us as an organization as well as our community is well

1:30:25 aware that that

1:30:26 is a five alarm fire and is a priority and a focus as we cannot

1:30:30 function and we

1:30:31 cannot educate our students if we don’t have educators to

1:30:34 support them to do it

1:30:36 but I do just kind of want to just expand on the conscious

1:30:40 discipline I

1:30:40 appreciate you going into detail a little bit about what it is

1:30:43 because you know

1:30:44 unfortunately has become a little bit a part of a culture war

1:30:48 conversation but I

1:30:50 just want to highlight as well this isn’t something that’s new

1:30:52 to provide public

1:30:53 schools this is something we’ve been using for years we’ve been

1:30:56 using it in our pre-case we’ve

1:30:57 been using it in our elementary schools it’s just kind of

1:30:59 growing and expanding because we’ve seen the benefits of it and

1:31:03 it’s a program that’s not only used in Brevard public schools it’s

1:31:06 used across the state and across the nation and just a little

1:31:09 fun fact the author Becky Bailey

1:31:12 is probably I actually I don’t know if she’s a resident of

1:31:15 central Florida anymore but she was a resident of central

1:31:17 Florida and I actually think she was from Brevard at some point

1:31:20 which is you know pretty cool rooted here but one other thing to

1:31:26 focus on is this isn’t necessarily a behavioral tool for

1:31:31 children it’s really intended for the adults it’s to kind of

1:31:36 change the mindset of an adult to figure out how to self-regulate

1:31:39 themselves

1:31:39 and how to intervene with that child’s behavior in a positive

1:31:44 way and I’ve spoken to as a speech therapist many parents who’ve

1:31:49 utilized this program and tool just as a parent and

1:31:52 communicating with their kids and you know once the adult works

1:31:56 through this framework and changes their behavior it naturally

1:32:00 makes it easier for them to address the behavioral concerns of

1:32:02 the children in their lives or in their classroom so it’s a

1:32:06 really really awesome tool but really it’s just

1:32:09 changing that thought process and I appreciate the way that you

1:32:12 highlighted it there because I think it has been made to be this

1:32:16 boogeyman and this crazy program when when in reality it’s just

1:32:21 a really smart way to think about stuff and just kind of change

1:32:24 your mindset so thank you for that thank you miss Jenkins

1:32:27 anybody else yeah yeah I was gonna wait um thank you Dr. Mullins

1:32:35 some of the things and Russell thank you for all those videos

1:32:38 thank you for everything that you’ve done um you’re right Dr.

1:32:42 Mullins telling the story of the community to each one of the

1:32:45 schools is important plus it’s a sense of pride for the teachers

1:32:48 to be able to see that community needs to know what those

1:32:51 schools are doing and Russell and his communications team have

1:32:54 done amazing I was looking at

1:32:55 everything that I was looking at everything that you guys have

1:33:25 done and to be honest with you I would I would challenge another

1:33:25 district to be doing as much as you’re doing so I wanted to give

1:33:25 you guys all the credit in the world for everything that you

1:33:25 guys are doing um one of the problems that we run into with

1:33:25 retention and recruitment is that there are so many things that

1:33:25 we can be doing and you just can’t do all of them so everybody’s

1:33:25 gonna sit there and say well you didn’t do this right and and

1:33:25 but but literally like I would press to see videos in schools

1:33:25 and meeting with you

1:33:25 in Eastern Florida State College these are amazing things that

1:33:28 our district is doing so I wanted to say thank you for all of

1:33:30 that um couple of things that I was thinking about um to throw

1:33:34 on the bout on the on the table here since we’re all here one of

1:33:38 the things that I ran into and these are just some suggestions

1:33:41 Dr. Mullins and you can take them if you want

1:33:42 but we have this amazing thing that was developed years ago for

1:33:46 career fairs for applicants who have their degrees and are ready

1:33:49 to come over and our principals go in and give binders

1:33:51 one of the things we could do is there’s many people that were

1:33:57 in the community that were trying to gain access to that career

1:34:00 fair but because they weren’t invited and they didn’t have the

1:34:03 process proper process they weren’t allowed to get in there and

1:34:06 that’s rightfully so because we’re giving out binders we don’t

1:34:09 want somebody we don’t know coming in that wasn’t for the

1:34:10 application but I really feel there’s a massive amount we had

1:34:14 spoken about this of parents who stay at home with their

1:34:18 children and then just continue to stay at home but were former

1:34:20 teachers

1:34:21 and I think that if we were able to target them and part of it’s

1:34:25 not go to Beacon and fill it out but let’s have a career fair

1:34:27 for all the individuals that may be wanting to come back meet

1:34:31 our principals talk to them there might be an opportunity there

1:34:34 some sort of a summit or whatever it is to call them and we were

1:34:39 talking Dr. Mullins and I were talking and there are data points

1:34:41 inside of our systems that we can make public records requests

1:34:44 to other entities to find out who is inside the FRS for

1:34:48 educators so we can identify all of them it’s not like we have

1:34:50 to just kind of look for them we can make

1:34:51 public records request I have the data to to a degree but the

1:34:55 thing is is that we can identify who is teachers that are under

1:34:58 the age of 55 that might be targets for us and then we can

1:35:02 invite them all I mean Dr. Mullins and I even talked I joked

1:35:05 around about some give me a list let’s just go knock on some

1:35:07 doors and see what happens

1:35:07 so I think that there’s an opportunity to try to create a

1:35:11 machine to reach out to the people that are already have their

1:35:14 degrees and everything else and then have them come back in so

1:35:18 we had talked about that

1:35:18 um that’s just a suggestion the other thing is is that we’re

1:35:21 noticing that a lot of our actual um openings many of them are

1:35:26 in title one and it’s difficult I will be honest with everybody

1:35:29 title one is

1:35:30 is very difficult for individuals to be a part of there are some

1:35:33 people that do great some people that don’t and it’s a it’s a

1:35:35 different kind of dynamic

1:35:36 I would like to see if we wanted to literally put together stipends

1:35:42 for title one team and I know that that’s kind of a shot across

1:35:44 the bow we didn’t talk about it Dr. Mullins but

1:35:46 one of the problems that we have is is that as a teacher I’ll be

1:35:50 honest with you I’ve taught in three different schools and there

1:35:54 was one school that was particularly very easy compared to the

1:35:57 other schools I had less discipline

1:35:58 less issues less less need to teach the kids as much as I did

1:36:02 less follow-up from the kids less I mean everything there’s a

1:36:06 difference right and I think that there’s that amount of extra

1:36:09 work that goes into being a title one sometimes we may need to

1:36:13 look at to honor that move forward

1:36:14 move forward because if we’re going to run into a situation

1:36:17 where we have vacancies at our title one schools we need to do

1:36:20 something to honor the extra work and if somebody wants to come

1:36:24 to me and say put together an argument that the title one

1:36:26 schools are actually working

1:36:26 more very easy to see when you look at the discipline

1:36:29 differences and stuff like that

1:36:30 also one of the banes of my existence Eastern Florida State

1:36:37 College has a teacher program they’ve gone out and applied for

1:36:43 and received the opportunity to do one I think it’s like second

1:36:47 grade or something like that right just so everybody knows every

1:36:52 time we put together a program in the past University of Central

1:36:56 Florida has vetoed the program from being

1:36:58 the program from being in existence so let me explain how that

1:37:02 works for

1:37:02 everybody we apply for a program and it has to go to the state

1:37:07 there’s a veto

1:37:08 program that says we already have that now it’s needed because

1:37:12 there’s a lot of

1:37:12 colleges that just spring up and start offering programs and

1:37:15 then it dilutes

1:37:15 the talent but literally what happens just so you know is we’re

1:37:19 allowed to

1:37:19 have the kids go through our program but then they have to do

1:37:22 their final year or

1:37:23 two over at Eastern over at University of Central Florida and do

1:37:26 their

1:37:26 internship so while they’re over there what do you think UCF’s

1:37:29 doing they’re

1:37:30 plucking all our people and I’ll be honest with you if I’m a

1:37:32 young kid and

1:37:33 I’m going over there I’m whole heck of a lot want to go to

1:37:35 Orange County and party

1:37:36 in Orange County and grow up there at a higher salary than here

1:37:39 we’ve got to

1:37:40 break that one of the things that I think I heard when I was

1:37:44 speaking it was at

1:37:46 forget if it was at our School Board Association meeting or

1:37:50 somewhere one of

1:37:50 the superintendents had said that they had polled all the people

1:37:54 in their

1:37:54 district they said out of oh it was a breakout session at the

1:37:58 Florida School

1:37:59 Board Association this was amazing was that they polled all they

1:38:03 looked at

1:38:03 their data and they said how many of our teachers have graduated

1:38:09 from our schools

1:38:10 and they got that number and then they said let’s do an

1:38:14 aggregate number of how

1:38:15 long those people stay in our schools it was off the chart so

1:38:19 meaning that we may be

1:38:22 able to take you know a handful of 25 teachers that come in from

1:38:26 our Eastern

1:38:27 Florida State College program and it might seem like a little

1:38:30 amount but if

1:38:31 they stay 20 years that’s like having a hundred and fifty

1:38:35 teachers that

1:38:35 constantly are grinding right so there’s and in dr. Mullins I’m

1:38:39 not saying you

1:38:40 haven’t with Eastern Florida State I just wanted my fellow board

1:38:42 members to know the

1:38:43 BS that goes on when we’re trying to do this I think this is a

1:38:47 great point to try to

1:38:47 say let’s open that throttle I mean we’ve got the applications

1:38:51 let’s roll right um

1:38:53 that’s all and then retention I know this sounds like a broken

1:38:58 record but I

1:38:59 traveled to Escambia County four years ago five years ago and

1:39:05 sat with the what was at the time

1:39:08 superintendent of the year for the whole state of Florida and

1:39:13 one of the

1:39:14 particular programs that he was highlighted on is his power

1:39:17 program now we do a

1:39:19 mentor program that I was actually a part of when I was a

1:39:22 teacher and I will

1:39:23 tell you it looks good on paper and there are about a quarter to

1:39:27 a third of the

1:39:28 teachers that really do it with effective and then there are

1:39:30 other teachers that

1:39:31 don’t have the opportunity because of schedules and everything

1:39:34 else to do that

1:39:35 the par program is a program that they set up because they’re

1:39:39 competing with

1:39:40 santa rosa because santa rosa county fights for their people to

1:39:44 literally give

1:39:45 the opportunity for those teachers to have the development that

1:39:48 they need the

1:39:49 professional development they go before our committee the

1:39:51 committee says here’s

1:39:53 what it is they have a coach that comes in and they said this is

1:39:55 where I have

1:39:55 need and then they allocate the resources for it it is the most

1:39:58 phenomenal

1:39:58 program in the world now it costs them about 1.7 million dollars

1:40:02 to do but when I

1:40:03 talked to the Escambia County person and I said or the

1:40:06 superintendent who is

1:40:07 phenomenal and his HR and everybody else we spent like three

1:40:10 days there he said that

1:40:12 the amount of money that they lose in student achievement and

1:40:15 retraining which

1:40:16 is about thirty thousand dollars teacher so every teacher we

1:40:19 lose is between 22 and

1:40:20 thirty six thousand dollars depending on the position they’re in

1:40:23 to train to be a

1:40:24 teacher throughout the year of professional development think

1:40:27 about how

1:40:28 much money you lose when that happens and how much student

1:40:31 achievement you lose

1:40:32 when you have poor teachers that are not being supported inside

1:40:34 your classroom and I’m

1:40:36 not saying that our teachers are not supported we have a program

1:40:39 and it’s a lot better than some of the

1:40:41 other programs we have but if we want to be the best this

1:40:44 program was brought to our school

1:40:46 district five years ago the individuals that were in charge we’re

1:40:50 not I’ll just say

1:40:52 we’re not ready for this program I was very upset with them over

1:40:56 some of the

1:40:57 stuff that they were doing otherwise and they didn’t have their

1:40:59 eyes on this the

1:41:00 par program works comes from Harvard Harvard Law and it’s across

1:41:04 the nation it’s literally

1:41:05 a teacher support union members went our staff went from the

1:41:09 district I truly

1:41:10 believe this is something we need to look at because this is not

1:41:13 something that’s

1:41:13 going to go away we’re going to be in this cycle for about two

1:41:16 or three years this is

1:41:17 something that we can have support for all right the other thing

1:41:21 is is Dr. Mullins do we have a survey of the

1:41:23 resident we were talking about doing a survey of the teachers

1:41:26 that resign and

1:41:27 retire do we have that survey do we what do we do in that result

1:41:31 what are we doing

1:41:31 there we do we have an exit survey it is it is not mandatory

1:41:36 participation but we do

1:41:37 we do capture that data and it is grown if you remember I did

1:41:42 present our I think it

1:41:44 was actually part of my evaluation my self-assessment are the

1:41:49 feedback we’ve

1:41:49 received from those who are exiting the the number of people

1:41:55 providing their

1:41:56 feedback has grown exponentially in the last three years as well

1:42:01 as the positive

1:42:04 response to provide public schools as a positive place to work

1:42:09 or something like

1:42:10 that pretty close had grown significantly from a 30% a few years

1:42:16 ago to upwards of

1:42:17 80% today so short answer is yes we do sometimes it’s difficult

1:42:24 to get everybody

1:42:25 to yeah you’re not gonna give somebody that quit to do a survey

1:42:29 I get it like I

1:42:30 understand that like somebody may have had a bad situation I can

1:42:33 get I can get more

1:42:34 feedback for you if you’re interested yeah I’d like to see the

1:42:37 results of that

1:42:38 and then see because one of the things that we’re dealing with

1:42:42 is is that in

1:42:43 the community and from some of the parents and teachers we’re

1:42:46 hearing that

1:42:47 discipline is that what’s driving our teachers believe that is

1:42:50 the common theme

1:42:51 that’s out there and it would be nice to know in a data-driven

1:42:55 organization if

1:42:56 that’s actually the fact so knowing that 80% of them say that

1:43:00 Brevard public

1:43:01 schools is a great place to work well then that’s different than

1:43:03 what we’re

1:43:04 hearing which we all know sometimes some things can be said but

1:43:08 they don’t always

1:43:09 they’re not always true so I think that exit survey is perfect

1:43:12 for that piece so

1:43:13 if we can get that information that’d be great and then we know

1:43:18 that and let’s just

1:43:19 be honest conscious discipline is something that I’ve supported

1:43:22 right it’s

1:43:23 something that is best practices and miss Jenkins is right it’s

1:43:27 been in our

1:43:27 system forever I think where a lot of my questions on conscious

1:43:32 discipline is not

1:43:32 the actual application what that tree right there is everything

1:43:35 a great teacher

1:43:36 should do and we should continue to do those practices without a

1:43:39 doubt I think

1:43:40 where it is is once a child is still having issues inside the

1:43:44 classroom and

1:43:45 interrupting the other kids inside that classroom and what we do

1:43:49 in that moment is

1:43:50 where I think it gets confused with the other portions of what

1:43:53 it is because if

1:43:54 you sat through that that I would argue point to point that

1:43:57 everything that was

1:43:57 inside that circle is beautiful teaching the other pieces is

1:44:01 that that’s where it

1:44:02 is and I think that that piece is being exacerbated because of

1:44:06 what we’re seeing

1:44:07 from the kovid and everything else so our discipline the honest

1:44:12 has been higher

1:44:13 we’ve had more discipline problems than we’ve ever had and the

1:44:17 reason is and so

1:44:18 what’s happening is is that people are saying it’s conscious

1:44:21 discipline that’s

1:44:22 creating this right but I truly believe it’s not the conscious

1:44:26 discipline

1:44:26 beginning of teaching I truly believe it’s what we do right

1:44:30 afterwards when we’re

1:44:31 trying to work with it I was a teacher for nine years I wrote

1:44:34 five referrals in nine

1:44:35 years and that’s because I practiced everything that’s inside

1:44:39 there but when a

1:44:40 kid broke that rule I sent them and it was they were respectful

1:44:45 so what I’m hearing

1:44:46 from some of our teachers dr. Mons is that they’re sending the

1:44:50 kids down and

1:44:51 then they’re being sent right back right may not be true but

1:44:54 that’s what’s

1:44:55 happening so I think that the argument is inside of that piece

1:44:58 and I would love to

1:44:59 find out the information from the survey of resignations and

1:45:02 retirements to tie

1:45:04 that piece right there in to see if it’s actually happening

1:45:07 because we know that

1:45:08 our discipline numbers are up we know that’s happened whether

1:45:10 that’s going to be

1:45:11 because of kovat whether it’s going to be because of a couple

1:45:14 issues but they’re making the argument

1:45:15 that right there we are just allowing kids to continually perpetuate

1:45:19 and we’re trying to

1:45:20 work with them and they just keep violating and we’re letting

1:45:22 them go right that survey and some of

1:45:25 those other things will help us feel out better that make sense

1:45:29 all right and then I love your

1:45:31 idea about the letter dr. mons if I mean I would do it I think

1:45:35 the board members would

1:45:36 do it also I just think a letter of appreciation to all of our

1:45:40 staff if

1:45:40 there’s some way that we can do that like hey I really

1:45:43 appreciate you I mean I

1:45:44 know making the argument that you’re making all this money and

1:45:46 everything we

1:45:47 care about you but sometimes I’m guilty of it my wife keeps

1:45:51 telling me all the

1:45:51 time sometimes people just need you to listen they don’t need

1:45:55 you to tell

1:45:55 them they just need you to listen and tell them that you can and

1:45:59 I think sometimes we

1:46:01 could do that so if you find a vehicle dr. Mullins for us to do

1:46:03 that I would love

1:46:04 to just say care about you VPS cares about you and we’re here

1:46:10 you know that I mean and

1:46:12 it might you might get a thousand letters back saying this you

1:46:14 don’t care about me

1:46:15 because but that’s part of it and then the last piece is and I’m

1:46:20 sorry you talked a

1:46:21 lot so I’m gonna take a lot of time to um two things one they

1:46:28 developed vapor sensors now that

1:46:31 you can put inside of a bathroom that will tell you when one

1:46:35 clicks so you can put cheap vent vapor

1:46:37 sensors it’s audio and it’s very distinct you can get vapor

1:46:43 sensors and catch all the kids that

1:46:45 are now I know that it might be not something we want to do but

1:46:48 the cost is very low I’ll get

1:46:50 you the information I just found out about two days ago um and

1:46:53 then last piece dr. Mullins no listen

1:46:58 I was a certain I was a social studies teacher I was not a math

1:47:00 teacher so if I say last one we’ve

1:47:02 got to keep going all right um ALC how do we provide not only

1:47:08 the support for them through their mental

1:47:11 guidance but opportunities for them to not feel like they are

1:47:16 ostracized from society right so we’re

1:47:19 putting a basketball court then my two years I’ve been trying to

1:47:22 get that basketball court at the

1:47:23 south oh yeah I know I’ve been playing I challenged dr. Mullins

1:47:27 to basketball court down there a couple

1:47:28 times but here’s the thing I keep declining I’ve asked Paul

1:47:32 Gibbs but he keeps saying no too I’m figure

1:47:35 I got a better height differential on him but the thing is is

1:47:39 that is that our children who are inside

1:47:41 those ALCs are significantly um wanting to be a part of

1:47:47 something right whether they’re standing and I was

1:47:50 one of those kids I didn’t go to an ALC I didn’t get expelled

1:47:53 but I could have back then they didn’t do

1:47:54 half the stuff they do now but I think if we give opportunities

1:47:58 to those kids inside there that will be

1:48:00 better off and I would I would just say dr. Mullins if there’s a

1:48:03 way I know it’s crazy at the ALCs right

1:48:05 now but I would love to have that basketball I would love to

1:48:09 offer opportunities to our kids in that

1:48:10 regard because it might help with their mental health and

1:48:13 opportunities outside job coaches people

1:48:15 from the community your your your churches supporting you know

1:48:18 what I mean like kind of that ALC gets locked

1:48:20 down so all right and then no I’m just kidding you Google okay

1:48:25 you don’t have to look at me like that

1:48:28 Ms. Belford may I make just two quick responses um Mr. Mr. Susan

1:48:33 two things I did want to respond

1:48:34 to right away uh your your comments about title one and

1:48:37 recognition of uh service to our title one schools

1:48:40 that is on our radar so um um I would echo your sentiments and

1:48:44 we’re going to continue to walk that

1:48:47 out if there is a process so we’ll keep the board apprised also

1:48:50 want to reference eastern florida state

1:48:52 college um since I’ve become superintendent I have pursued that

1:48:57 relationship um on a and a very good uh

1:49:00 I have a very good relationship with president ritchie we we

1:49:04 talk regularly but uh his former

1:49:08 VP of academics uh Dr. Linda Minema now Dr. Fletcher um we have

1:49:14 a great rapport with them Dr. Sullivan

1:49:17 I probably is engaged with with uh Dr. Fletcher and the academic

1:49:21 team I don’t know weekly if not

1:49:23 maybe if not monthly um I have said for years if you can ever

1:49:29 get a college of education program

1:49:33 we will partner with you to make you the premier education

1:49:37 training ground in the state in the country

1:49:40 in the world sure um intergalactic and they are as committed to

1:49:46 it as well but to your point they

1:50:14 state and we they continue to be denied I went as far as much as

1:50:18 I can say about that right now I don’t

1:50:20 want to I don’t want to speak disparagingly of other

1:50:22 institutions I don’t care I will I went I went to

1:50:24 UCF and I called them out in the middle of a open um forum and I

1:50:28 told them that that’s garbage and not

1:50:31 so nice of word and and I’m sorry but our people need our

1:50:34 students to stay in our schools and dadgummit

1:50:38 you stop stealing our people and create a leverage point on us

1:50:42 is bs it’s just bs I say we go Google

1:50:45 you got you only got a couple more months let’s go raise some

1:50:47 havoc let’s go yell at them

1:50:48 no all right thank you dr mullins you only got a couple that you

1:50:53 want to let’s go call some habits

1:50:58 um dr mullins thank you for this presentation and for all the

1:51:05 work that went into it and I want to

1:51:06 talk about because I think it’s really really important I’m

1:51:10 focusing on discipline because the mentoring I

1:51:15 I went online and the mentoring program that we have for our

1:51:19 parents to go through the modules

1:51:21 is excellent um it gives you a clear picture of what’s in takes

1:51:25 what you need we support you but I

1:51:28 think what’s really just as important is the parent um support

1:51:32 that we’re going to provide for our parents

1:51:35 because I think many of our parents are struggling themselves

1:51:40 with discipline at their home so I I do

1:51:44 feel that we’re focusing the right way and I just want to say

1:51:48 that conscious discipline you and I

1:51:51 visited I can’t remember what school we visited but we saw it in

1:51:54 action because I asked questions I

1:51:57 wanted to see it and I wanted to know it was done with fidelity

1:52:00 and how did the students respond and it

1:52:02 was an elementary school and it was amazing the camaraderie and

1:52:07 even when there was discourse how they

1:52:10 solved the problem without anybody getting sent to the office

1:52:14 without anybody having fisticuffs if they

1:52:16 ever still send them down you know so I feel this it’s a great

1:52:21 program I wish we could roll it out

1:52:24 faster as Miss Moore and I always talk about um but it works and

1:52:29 that’s what we want because right now

1:52:32 our kids as you and I have talked I’ve seen a lot of expulsions

1:52:37 and I so am against expulsions but

1:52:39 expulsions don’t solve problems for these children it just sends

1:52:44 them home and not always

1:52:46 that a good place to send them so anyhow I’m very excited I like

1:52:50 what uh the plan and these certainly

1:52:53 have my full support thank you

1:52:57 I think I just heard Ms. McDougall commit that when she uh

1:53:01 finishes her term on the board she’s

1:53:02 coming back to help us with conscious discipline is that what

1:53:05 you guys are we need mental health

1:53:07 counselors too she can fill one of those positions we’ll just

1:53:09 keep you around for a while

1:53:10 no I can do that hey do you hear that Dr. Mullins I got it

1:53:16 already um so I have just a few uh questions

1:53:22 comments first of all thank you phenomenal information that you

1:53:25 shared with us this morning um I’ve been

1:53:27 having lots of conversations around these issues and um

1:53:30 encouraging our community that we are

1:53:32 certainly having these conversations internally and we’ll be

1:53:34 coming forward with more information

1:53:36 so thank you for putting that all together for us um two

1:53:40 questions that I know the answer to

1:53:43 but I just want to make sure that our public hears it are

1:53:45 substitutes included in the $15 per hour

1:53:48 yes so for all of our people out there that have been contemplating

1:53:52 substituting

1:53:54 you are included in that raise to minimum wage beginning July 1.

1:53:58 correct and the other qualifications

1:54:00 are bumped up as well so it’s not just the $15 i don’t pardon

1:54:06 yes through our s or s or three funding

1:54:10 starting this year okay super thank you and then this one I know

1:54:13 the answer to too but I just have to

1:54:15 get it out there because anytime we talk about these things I

1:54:18 someone seems to ask the question crossing guards

1:54:28 the county of the county of the county

1:54:28 the county of the county are not employed by us are just for

1:54:29 clarification are not employed by us right

1:54:31 so we don’t set their salary can you just address that that’s

1:54:33 correct they are not brevard public school

1:54:35 employees they are employed by either the county or their local

1:54:37 municipality we do not even contract

1:54:40 crossing guards uh they are provided as a service from the

1:54:43 respective community

1:54:44 so we have no control over their salary thank you thank you um i

1:54:51 do know that the county was looking

1:54:53 at making significant raises to their own employee salary so i

1:54:56 imagine there’s something there yeah just

1:55:00 just not something that we right as a board have control over so

1:55:04 um because i hear that

1:55:05 quite frequently that you forgot the crossing guards again um

1:55:09 and we don’t forget them we appreciate them

1:55:11 immensely but um but outside of our our sphere of control on

1:55:14 that one um question and feel free to

1:55:18 get back to me later but you mentioned the data that we have on

1:55:22 our pilot classrooms for conscious discipline

1:55:25 uh a significant decrease in the behavioral issues that we’re

1:55:29 seeing in those classrooms

1:55:32 have we cross tab to academic outcomes for those classrooms do

1:55:38 we have any that we have progress

1:55:41 monitoring information or um fsa information that we could also

1:55:46 see if there’s an impact to the academics

1:55:49 and like i said you don’t have to answer that now um but i just

1:55:52 think it would be interesting to take a look

1:55:54 yeah absolutely i’ll definitely get back with you we have that

1:55:57 for you okay awesome um and then i think

1:56:01 the last thing that i will say and this is not um i mean it kind

1:56:04 of goes along with all of our retention

1:56:06 things and um and but more for our community uh several of the

1:56:10 schools are working very hard to plan

1:56:13 pre-planning for all of their team members to come back um

1:56:16 several of them are reaching out to

1:56:19 community partners to provide breakfast lunch uh recognition and

1:56:24 so i would encourage our community

1:56:26 to reach out and connect with the school i can assure you they

1:56:30 can all use some support uh with

1:56:32 making sure that they welcome their teachers back um with as

1:56:36 much love as possible as we return to the

1:56:38 new school year and that may be you know little gifts it may be

1:56:43 uh food it there’s there’s all sorts of

1:56:45 things but i would just encourage everyone you know pick pick a

1:56:48 school in your neighborhood reach out and

1:56:50 ask how you can help to ensure that everyone comes back to a

1:56:52 great experience when we return

2:10:07 it shouldn’t matter what the color of somebody’s skin is, as

2:10:11 long as they are invested in the growth and education and well-being

2:10:15 of our children. We want the most highly educated, highly, you

2:10:20 know, enthusiastic people, gifted teachers to be in that room.

2:11:33 we need readily available every cent that’s coming out of this

2:11:45 which lawyers are expensive i get that 170 000 with a possible

2:11:54 raise of 6 800 per year based on

2:11:57 evaluations that seems reasonable to me for a lawyer but i would

2:12:02 hope that our board is conscious of

2:12:07 all the different lawsuits that have happened over over the past

2:12:14 couple years and honestly the

2:12:15 ones that will be coming because there will be more coming um

2:12:27 my name is anthony calucci i’m the president of the brevard federation

2:12:42 of teachers while i’m

2:12:45 pleased to see the superintendent’s presentation on recruitment

2:12:49 and retention i’m disappointed that this

2:12:51 initiative may be too late to impact next school year for years

2:12:56 our union has told this board we

2:12:58 have a recruitment and retention issue and most importantly we’ve

2:13:02 been focused on the fact that

2:13:03 retention was the bigger issue now we’re at a point of a crisis

2:13:08 where there were 250 teacher vacancies

2:13:12 posted yesterday just weeks before school starts we still have

2:13:17 one school with over 20 vacancies

2:13:19 which begs the question how do you open up a school with one-third

2:13:23 of the positions not filled

2:13:25 do you load up on class sizes you pull our district resource

2:13:30 teachers from the work they’re supposed to be doing

2:13:33 do you use school-based coaches to cover and deprive students of

2:13:37 the services they’re hired to provide

2:13:39 to them none of those are good options let me be frank our union

2:13:45 is disappointed in this board

2:13:47 and the lack of action even discussion about the issues that are

2:13:51 impacting teachers meeting after meeting

2:13:55 there’s a lot of discussion on issues that aren’t important to

2:13:58 us and now you’re seeing the result of

2:14:00 ignoring those who represent teachers and have been telling you

2:14:09 about these issues instead you abdicate

2:14:14 your power to staff who are not properly addressing these issues

2:14:18 have you dealt with poor administrative

2:14:20 performance have you dealt with administrators who are just

2:14:24 plain mean to their teachers and chase them

2:14:26 out of bps did you follow through on the student discipline

2:14:30 issues i spoke about in november or did

2:14:32 you leave it up to staff and let’s talk about the arbitration

2:14:36 you’ve allowed your staff to get involved

2:14:39 in are you okay board members with getting involved in an arbitration

2:14:44 when anyone who can read can see

2:14:47 that bps is making the wrong decision are you okay with the fact

2:14:51 that you spent taxpayers hard-earned dollars

2:14:54 to arbitrate the same exact case less than five years ago and

2:14:58 now you’re going to waste more money

2:15:01 because you lost and don’t want to respect the neutral parties

2:15:05 here rolling how can our teachers

2:15:08 trust you when you can’t be trusted to follow neutral parties

2:15:18 classroom teacher are you doing the work of a board

2:16:16 loving guidance training traditionally this

2:16:19 program has been a positive training tool for teachers and

2:16:23 students however this particular sel training

2:16:27 that brevard public schools has chosen has become an agenda has

2:16:32 become agenda driven and you know me going

2:16:36 into the mental health field and most mental health clinicians

2:16:40 keep our politics and our agenda out of

2:16:42 out of mental health situation it’s only about how to truly help

2:16:48 the person or the students

2:16:50 i understand that the district has to spend money on this due to

2:16:55 it being earmarked however there were

2:16:57 no bids on this contract it’s a bit silly to me that the

2:17:00 district is spending about 170 000 to go to ovito florida

2:17:05 also any suicide prevention should be under a licensed mental

2:17:09 health professional so i have major concerns

2:17:13 with all this um suicide prevention not being um guided under

2:17:17 licensed mental health professionals um

2:17:21 and those are my those are my concerns thank you thank you all

2:26:36 our health plan also have more years of service with the school

2:26:41 district and i’ll tell you why when my

2:26:44 father was a he’s a electrical contractor and a general

2:26:48 contractor and when he hires people

2:26:49 he specifically looks and i know this is kind of shouldn’t

2:26:52 probably say this but he specifically looks

2:26:54 at the difference between somebody who has a family and somebody

2:26:57 who doesn’t because he’s convinced that

2:26:58 the people who have a family will stick it out and be there for

2:27:04 dependent people who have dependence on our plan which isn’t a

2:27:08 huge indicator or also have a higher

2:27:09 number of service to people who don’t just just a survey because

2:27:13 then it would help us determine

2:27:15 how we target our health care stuff in the future

2:27:21 if staff can pull it would we be interested in getting it

2:28:14 how cumbersome is it going to be for staff to have to pull that

2:28:26 interested in doing it that anomaly that you said is where i was

2:28:28 at with making this request but i’ll

2:28:31 be honest with you i’m looking at what when i talk about

2:28:35 retention and recruitment what particular

2:28:37 person we’re looking for to retain and recruit and making sure

2:28:40 that all of our policies and revenue

2:28:42 sources and everything else pertain to that so in doing so that

2:28:45 that’s where my head was at that’s

2:28:47 all that makes sense i i would i would hate to take up an

2:28:50 enormous amount of staff time for it but if

2:28:52 dr mullens feels like it can be done relatively easily then i

2:28:56 would can i give me the opportunity

2:29:03 a good assumption that that’s accurate

2:29:29 part of the data that we’re looking at is is whether we increase

2:29:33 the costs on families for

2:29:35 health care costs this would be an opportunity for us to say you

2:29:38 know what like maybe these are people

2:29:40 in the future what we’re doing now has already been set in stone

2:29:43 but in the future we need to attract

2:29:44 families and then that also just you know great question miss jenkins

2:29:48 also what we can do is as

2:29:50 part of our prs and part of our push and everything else it

2:29:52 might not be that we spend a ton of money

2:29:54 trying to go get kids out of college it might be that we look at

2:29:58 post-secondary more often maybe

2:30:00 we’re spending time so looking at the individual who it is that

2:30:03 will give us the most years of service

2:30:05 with the strongest back i think that that was part of it that’s

2:30:09 all and i think also that’s why i was

2:30:11 going with the other request of who’s homegrown who do we have

2:30:15 right so let’s start identifying

2:30:17 that’s all so i appreciate that and um you know with discussions

2:30:19 we’ve had about health care as a

2:30:21 board uh you know mr susan that you and i are on the same page

2:30:24 when it comes to that conversation so

2:30:26 that can you say that again can you say that yeah we’re on the

2:30:29 same page i’m just i just wanted to

2:30:30 hear it one time um it’s rare but it’s true um but i uh i just

2:30:36 wanted to hear what the purpose of

2:30:39 it was if it was for that reason because i i i’m with you i

2:30:43 think it’s an important conversation

2:30:45 to have in order to retain those those family members so thank

2:30:47 you russia you need a press

2:30:49 conference on that one we both agreed on something all right i

2:30:54 did want to give you guys an update on

2:30:57 sciac we met this last wednesday and got some really great uh

2:31:01 data back specifically on hinge health

2:31:04 and on surgery plus and it does look like we are realizing

2:31:09 already significant savings actually i

2:31:11 believe dr thetty above what they originally had projected is

2:31:15 that correct for this first year that

2:31:16 we’re really just finishing up the first year with um surgery

2:31:19 plus and the data they gave us was only

2:31:20 through april so or may so um that was fantastic hinge health so

2:31:24 there’s a couple of things that have

2:31:26 really positive one the savings to the health care plan which

2:31:29 benefits all of us not just all of us who are on the

2:31:31 plan but all every employee because um you know the less we have

2:31:35 to spend on health care the more we have

2:31:37 available for um salaries and and things like that so um but the

2:31:42 other part of that is that we’re getting

2:31:45 people our employees healthier because maybe they were putting

2:31:49 things off physical therapy because

2:31:51 of scheduling and whatever and and as dr volens already alluded

2:31:54 to hinge health is something that you can do

2:31:56 from home um and the same thing with surgery plus maybe they’re

2:31:59 putting it off because

2:32:00 yes you know they can most of it could be covered through

2:32:03 insurance but there’s still usually the

2:32:05 deductible you have to meet and surgery plus because it’s zero

2:32:07 cost the employee more people are

2:32:09 are taking those steps to get that care and so um it’s at lower

2:32:13 cost to them because you know zero cost

2:32:15 of them it’s at lower cost to our plan also we’re getting a

2:32:18 healthier employees and so seeing some really

2:32:20 great outcomes and i think that uh so i definitely could see

2:32:24 that these are the these are the right

2:32:25 ways to go um and i’m looking forward to seeing that continue at

2:32:29 the number one if they one thing

2:32:31 that’s very helpful to us in our decision making is they they

2:32:35 ask the people who take advantage of those

2:32:37 services how did you hear about it or what was your path to

2:32:41 using it and the number one way is word of mouth

2:32:45 so we’re we’re sending out email antonia is so good about

2:32:48 something but people need to it’s it’s the

2:32:50 end user it’s just like on amazon you want to go to the comments

2:32:53 and you filter out the people who

2:32:54 are you know you can tell are kind of crazy but you know the

2:32:56 people who seem to be saying you know

2:32:57 like oh look they liked it and so it must be good um so really

2:33:01 that end user is who we’re so that’s so

2:33:03 important so you know i just encourage your employees if you’re

2:33:06 listening and you’re thinking about

2:33:08 taking care of yourself in those ways you’ve been putting stuff

2:33:10 off please take a look at that and find

2:33:12 someone in your building who who’s used it um because you’re

2:33:15 probably with the number of people

2:33:16 who have used it you’re probably going to find someone in your

2:33:19 building and and uh just take a

2:33:20 look at it because it’s really that made a big difference we don’t

2:33:22 have a lot of the data from

2:33:23 hello heart yet because it just launched but they are going to

2:33:25 be giving us that update in july so

2:33:27 when they do i’ll report back to you guys how the first few

2:33:29 months have gone miss campbell can i ask

2:33:31 a quick question you were just promoting the idea that we go to

2:33:33 the school and we go around and try to

2:33:35 find people with surgeries and say no no and i’ll do it like i’m

2:33:38 just trying to find out miss

2:33:39 campbell like what was that it was that we’re going to go find

2:33:41 them like i see the guy that’s

2:33:42 hunched over and i say hey surgery plus because you know what

2:33:46 maybe they somebody stands up and

2:33:48 pre-planning i want to tell you guys i use surgery plus over the

2:33:52 summer and this is this is how it

2:33:54 worked for me and you know people realize it’s not it’s not it’s

2:33:57 not a come on it’s not again it’s it’s

2:33:59 really it’s high quality doctors um they’re walking you through

2:34:03 step by step through the process which is

2:34:06 it’s which is more hand-holding you usually get in a normal you

2:34:10 know walk to surgery process and in

2:34:13 addition zero cost i think we should actually use it need a back

2:34:17 surgery go to work for brevard

2:34:18 public schools because you get it for free i think it’s a sell

2:34:21 point i think we’re going a little

2:34:23 too far there maybe just want to let you guys know the programs

2:34:26 we’ve implemented are going well and

2:34:28 they’re saving everybody money well and and i would share miss

2:34:31 campbell it’s funny that you say

2:34:33 during pre-planning somebody might stand up and say i use

2:34:35 surgery plus i just talked to dr mullins this

2:34:38 morning um you know we’ve been really talking about the

2:34:40 importance of educating our folks uh about

2:34:43 the ways that they can more efficiently use our health plan um

2:34:46 and i just talked to dr mullins this

2:34:48 morning about perhaps looking at some opportunity during pre-planning

2:34:51 to really take some time to

2:34:52 educate people on how the choices that they make impact the

2:34:56 dollars that are available even down to like

2:34:58 the pharmacy you choose and using surgery plus and and those

2:35:01 types of things um and i will just say

2:35:03 as dr mullins alluded to earlier we we just finished up my son’s

2:35:08 surgery um three weeks ago maybe um and

2:35:11 dealt with surgery plus through the entire thing not only have i

2:35:14 not paid anything out of pocket and he

2:35:16 had phenomenal cater um but they also because the there was not

2:35:20 a surgeon on the north end of the county that

2:35:23 was part of surgery plus they also gave him a debit card that

2:35:27 they put money on for gas and food for

2:35:29 when he had to travel down to melbourne yeah so i mean it’s not

2:35:35 only you know and and like i said the

2:35:38 care was phenomenal the doctor had a phenomenal reputation and

2:35:42 um so i i highly encourage and one of the

2:35:44 things that i found and i don’t know if there’s a way that uh

2:35:47 for this to be addressed or if it’s just a

2:35:48 matter of educating our people to ask the question my pediatrician

2:35:52 is the one that referred us to the

2:35:53 orthopedic surgeon and when they referred me um they referred me

2:35:59 to uh i want to say jewett over in

2:36:02 lake mary or something like that um and so but i called cigna

2:36:07 and i said hey my son’s gotten a

2:36:09 referral to an orthopedic surgeon um i don’t know do i talk to

2:36:13 do i go ahead and see the orthopedic surgeon

2:36:15 i was referred to do i talk to you first how does this process

2:36:19 work and they said no no we prefer

2:36:20 that you talk to us first and let’s see if we can get him in

2:36:23 with an orthopedic that is part of surgery

2:36:25 plus um but it took yeah yeah they should do it every time yeah

2:36:32 yeah a referral should hit cigna

2:36:35 cigna should call the person and say right so i made the call

2:36:38 but we should do the other one i called

2:36:40 surgery plus i said you know this is this is what’s going on and

2:36:44 so um it’s it’s not seamless you know

2:36:46 what i mean it had i not taken that step and known about surgery

2:36:50 plus then i would not have but that

2:36:52 exists in other cases so dr thetty i don’t know if you hear the

2:36:55 board but having cigna get the referral

2:36:57 in would make the phone call to the individual and say did you

2:37:00 know that surgery plus is available and

2:37:03 you can go here is a huge savings point to hit you hit it right

2:37:07 there that is that does go on in other

2:37:09 ones so just an idea one of the things you said a little bit ago

2:37:12 about people standing up i mean

2:37:13 that that’s been a recurring theme on on sciac is you know it’s

2:37:17 one thing for district staff or even the

2:37:18 principal or whoever the health benefits representative is is to

2:37:21 stand up and say it but when when people

2:37:24 are telling their peers again it’s the end user hey this is this

2:37:27 is all it’s cracked up to be that’s

2:37:29 really going to make a difference and ultimately you know we

2:37:32 want to save all of our employees money

2:37:34 but we also need a healthy workforce and so these these

2:37:37 decisions and all the wellness activities

2:37:39 this is this is essential yeah and because it keeps people at

2:37:43 work healthy more productive

2:37:46 you know able to walk around and without pain and all that worry

2:37:50 and all that stuff so um i when

2:37:53 they they did a little map um talking about availability of

2:37:55 doctors and one of the concerns

2:37:57 when we first started was are there going to be enough doctors

2:37:59 in our area to take care of this

2:38:00 because they do do the gas cars are they going to send everybody

2:38:02 and they did a little map of where

2:38:03 all the services have been and and they are predominantly in the

2:38:07 county so very few people were having to travel

2:38:09 outside so i think that network is has been useful um for the

2:38:13 people who are taking advantage of it and of

2:38:15 course hench health you can do from anywhere so that’s great we

2:38:18 did hench health too so trying to avoid the surgery

2:38:23 we did hinge health and then ended up having to have the surgery

2:38:25 anyway but it was a you know

2:38:27 it it could have ideally been cost avoidance had we not gotten

2:38:30 to that point so yeah it’s good stuff

2:38:33 yeah definitely good stuff absolutely anybody else have anything

2:40:12 i would like to speak about the um i i call it the circle of

2:40:17 discipline that i’ve been hearing about

2:40:19 from teachers across the district um basically when a student

2:40:25 gets needs to be disciplined

2:40:28 they go to the office a lot of times they come back from the

2:40:31 office with candy or in one instance i heard

2:40:35 two ice creams um

2:40:37 basically what i’m hearing is is from the district they’re being

2:40:44 told no because of risk ratio

2:40:48 we’re not able to discipline this child the same way and if

2:40:52 people don’t know what risk ratio is basically

2:40:56 discipline is being determined based upon ieps 504s race um not

2:41:05 the the bad behavior that the child showed

2:41:11 i’m asking for the board to partner with the community who is

2:41:16 going to ask the state legislature

2:41:18 and the board of education to get rid of risk ratio because it’s

2:41:22 only hurting our children it’s not

2:41:24 helping them they need standards they need a level of

2:41:28 expectation that this is how we behave in a classroom

2:41:31 we need to support our teachers we need to support our

2:41:33 administration um the next thing is the budget again

2:41:39 i’m going to beg this board to to change the way that they show

2:41:44 the public the budget

2:41:46 even some of you have mentioned that when you get the budget it

2:41:50 doesn’t tell you anything

2:41:52 you know um so we the taxpayers deserve to know how how our

2:41:59 money is spent and when

2:42:00 we’re not seeing invoices we don’t know that and lastly in a

2:42:05 couple days it’ll be july 1st

2:42:08 and in a couple days a few laws will be going into effect um and

2:42:15 our school district will be in

2:42:17 violation of some of the books that we are having that we have

2:42:21 in our libraries and our bathroom

2:42:25 situation um that’s going on plus the lgbt guidelines number

2:42:30 seven will be in violation of the new law and

2:42:33 so it is once again opening up our district to more and more

2:42:37 litigation i am begging you guys to please

2:42:43 fix these problems so that we are not wasting money on lawyer

2:42:46 fees we don’t need all this litigation but

2:42:50 what are parents supposed to do that’s because you guys aren’t

2:42:54 being our representatives we have no

2:42:58 other outlet so i’m i’m begging you to please deal with this

2:43:01 problem thank you thank you ms delaney

2:43:24 ms jenkins i watched your video from the march for our lives

2:43:37 rally posted on june 11th and it’s several

2:43:40 times you ask about your rights as a parent to protect your

2:43:54 child it’s fitting today as a follow-up

2:43:59 to dr mullen’s discussion that uh so many concerns are were

2:44:06 expressed about disciplinary problems at our

2:44:10 schools imagine our frustration as we send our son sent our son

2:44:16 off to school where we knew he was

2:44:18 going to be bullied with the full knowledge of the school board

2:44:22 and dr mullen’s each and every one of

2:44:25 you knew about this we know these incidences are well documented

2:44:30 including uh in writing and video

2:44:32 as all of you know we’ve been through this with you many many

2:44:38 times we’ve received

2:44:40 almost no response from anyone

2:44:42 we’ve had our set we this bullying started at the beginning of

2:44:49 august 2021 and continued until january

2:44:52 2022 when we were forced to move our son from our local school

2:44:55 you know miss vichad never attempted to protect our son only

2:45:01 ever protected the bully

2:45:04 a complete lack of discipline their reaction for this child is

2:45:08 documented he started a campaign of

2:45:13 harassment and retaliation against our son

2:45:15 including having the entire obe staff watch our child for

2:45:23 anything she could use against him

2:45:27 again miss jenkins i heard you say school safety was the highest

2:45:30 priority you chastised other

2:45:33 politicians for not attending but today i look at another group

2:45:36 of politicians that aren’t doing

2:45:39 anything so here i’m here to ask you the superintendent and the

2:45:43 rest of the school board members to

2:45:46 finally take matters seriously you know our story the horrors

2:45:49 miss machad put us through

2:45:51 once our story got out in the community others started to tell

2:45:55 us their horror stories of bullying and

2:45:57 abuse and miss machad’s attempt to violence i’m i’m stopping

2:46:00 your time so i’m not taking time away from you okay

2:46:03 but i just i do need to address something we have a policy that

2:46:07 we don’t address people individually either

2:46:09 board members or throw out staff members names primarily because

2:46:12 they’re not here to be able to

2:46:14 respond to what’s taking place so if you could just remove the

2:46:17 the individual names from your comments

2:46:19 for the remainder of your time okay uh one moment uh the

2:46:24 principals at timbs of silas is them as well

2:46:29 dr mullins you’re responsible for hiring miss machad sir the

2:46:33 principal or dr mullins please i’m sorry or doctor

2:46:39 so no no individual names you can speak to everything should be

2:46:41 directed to me as the board chair or the

2:46:43 board of the whole where all of us is perfectly appropriate

2:46:47 the superintendent is responsible for hiring miss machad her her

2:46:55 the principal her failures in

2:46:56 connecticut have followed her here given that all that you know

2:47:00 of problems what have you done

2:47:01 board members you’re responsible for hiring the superintendent

2:47:06 have you personally followed up

2:47:08 to see what’s happened has an investigation been led into this

2:47:12 matter have you given the personal attention

2:47:15 to this matter or are you more concerned about school retention

2:47:22 thank you sir

2:47:26 miss carnes you want to give it another try or you want me to

2:47:30 okay take your time

2:47:37 okay gun control and school safety is on top of parents minds

2:47:45 and according to the school board is on top of their mind as

2:47:49 well but unfortunately in my

2:47:55 okay in my experience yeah in my experience these words have no

2:48:07 aligned with the actions

2:48:09 here’s a quote directly from an incident report made an ocean

2:48:14 breeze

2:48:14 investigating bullying by another stop and a lot of students

2:48:18 towards my son

2:48:20 the other students reported said i said i’m going to hurt shoot

2:48:26 and kill his mom and his sister

2:48:29 my son was truly scared and turned to the adults in church for

2:48:34 help

2:48:36 this street was no one time incident with the specific students

2:48:40 towards my son

2:48:41 these students harassed my son for months reading to bring a gun

2:48:48 and kill my son my daughter who also

2:48:51 attend ocean ocean breeze school and even me the school had to

2:48:56 be locked down at least one because the same

2:49:00 student claimed to have a gun in his backpack there is an even

2:49:06 security bill inside the school for this

2:49:09 student attempt to punch my kid i cannot tell you how

2:49:13 disappointed i am that this incident and the

2:49:16 entire situation was brought directly to the principal no name

2:49:20 and a school board in fact in response to my

2:49:26 pursuing this issue my son who previously had no records of

2:49:30 behavior or bullying was target and arising by the school

2:49:34 administration

2:49:35 after 10 days of my son after 10 days my pursuit of this matter

2:49:41 must this matter the principal

2:49:44 personally had students feel reports against my son and i have

2:49:48 proof of that i have the papers with me

2:49:53 it is that state of affair when we tell our kids that this kind

2:49:57 of threat will not be tolerant and that

2:49:59 the adults in charge will handle this issue our kids see those

2:50:04 in charge turn on of reporting on

2:50:06 pursuing such matters what measures does this behavior send to

2:50:11 our children one measure that it’s sent to

2:50:14 other parents in this instance i decide to pull my children out

2:50:19 from the school they have been since

2:50:21 kindergarten i moved them to another school in response of my co-response

2:50:26 miss the superintendent

2:50:28 did wish us luck at our newest school but as far i know did

2:50:33 nothing to address the issue that ocean breeze

2:50:36 or take actions to allow us to feel safe staying in our home

2:50:41 school we are leaving and my understanding

2:50:44 was at the point that the school board believed there was no

2:50:47 longer an issue what about other kids

2:50:51 we are coming to school in class can i finish i can’t allow you

2:50:54 to finish i’m sorry but if there’s

2:50:55 anything you would like to leave with us you’re certainly

2:50:57 welcome to do so if i i just want to finish

2:51:27 a wife mother constituent i live in

2:51:30 district two for school board and i have two children in uh revoir

2:51:34 public schools i do want to recognize

2:51:36 what an amazing program the summer enrichment program has been

2:51:39 my children enjoyed it i want to address

2:51:42 some concerns that were brought up today in presentations

2:51:46 specifically the vaping and drug

2:51:48 concern amongst the students you had a student here that shared

2:51:52 a student-led initiative to bring

2:51:54 awareness and solutions but was cut off during her public

2:51:58 comment time i want to address mental health

2:52:01 i’ve come before the board many times about the mental health

2:52:04 concerns with the covet policies

2:52:06 that the board passed and the devastating effects that brought

2:52:10 on our students and on their mental

2:52:12 health but that fell in deaf ears for the majority of this board

2:52:15 um clearly bullying is also a mental

2:52:19 health issue that’s in our schools as two parents just got up

2:52:23 and shared um i want to kind of go back to the

2:52:27 the conscious discipline and the 170k in ovito what i was

2:52:31 referencing to was it seemed the way that that

2:52:34 contract was written the original one is that um there’s

2:52:38 variable expenses without uh there was a lump sum

2:52:42 but there’s variable expenses for um the transportation and

2:52:46 hotel and lodging and food um and i understand that

2:52:51 this is an expansion of the contract the year-round contract but

2:52:54 my point was that we’re not seeing

2:52:57 where every dollar is spent on that and the difference between

2:53:01 just making it clear between keeping it

2:53:03 strictly mental health without their politics or being agenda

2:53:06 driven thank you thank you
