0:30 This is the Organizational School Board Meeting of November 16th,
0:34 2021.
0:35 It is my privilege as Superintendent to chair the School Board
0:39 Meeting until such time as a Chair is elected for the upcoming
0:44 year.
0:45 Pam, roll call, please.
0:46 Mrs. Belford?
0:49 Present.
0:51 Mrs. McDougall?
0:53 Present.
0:53 Mrs. Jenkins?
0:54 Present.
0:55 Mr. Susan?
0:56 Present.
0:56 And Mrs. Campbell?
0:57 Present.
1:00 At this time, we will hold a moment of silence, reflection, and
1:03 invite you to join us.
1:24 Thank you.
1:25 If you would please stand and join you in the Pledge of Allegiance.
1:28 I pledge allegiance to the flag of the United States of America,
1:36 and to the republic for which it stands, one nation, under God,
1:41 indivisible, with liberty and justice for all.
1:51 All right.
1:51 That brings us to the organization of the board.
1:54 First, we will need to elect a Chair for this coming year, at
1:58 which time the person elected will assume the responsibility as
2:02 Board Chair, and we’ll do some musical chairs.
2:06 The board will then elect other officers and appoint individuals
2:10 to committees where board representation is required or expected
2:14 in various organizations across the county and in the state.
2:18 Before we begin, I’ve asked Mr. Gibbs, General Counsel, to
2:21 explain the process we’ll be proceeding with.
2:24 Mr. Gibbs?
2:25 Good evening.
2:26 Board members, we follow Robert’s Rules of Order, and pursuant
2:29 to Robert’s Rules of Order for the election of the chair of the
2:32 board, the presiding officer will be the superintendent who will
2:35 call for nominations.
2:36 Any board member who wishes to make a nomination should call out.
2:40 The first person to call out will be number one to make a
2:43 nomination.
2:45 I will assist the superintendent in determining who is the first
2:48 nominator.
2:49 The superintendent will then call for the nomination by that
2:53 person and go down to the second, then the third.
2:55 We’ll go back to the first person, the first nomination, and
3:00 vote on that nominee.
3:02 The nominee that gets the majority vote, three votes, will be
3:06 the chair.
3:06 If that person is the first nominee, that will end the process.
3:10 If the first nominee does not get three votes, we will go to the
3:13 second, and so forth.
3:15 The nominations do not need to be seconded under Robert’s Rules.
3:19 I would be happy to answer any questions before we get started.
3:22 All right.
3:28 Again, Mr. Gibbs will observe and inform me which board member
3:32 makes the first nomination, as I may have trouble distinguishing
3:36 simultaneous voices.
3:40 The floor is now open to nominations for chair.
3:43 I have a nomination.
3:44 Jenkins.
3:47 I would love to nominate Ms. Belford again as an acknowledgement
3:55 for what probably has been the most difficult year to navigate,
4:04 um, and temperatures to navigate and challenges, not only for
4:07 our students and staff, but our community.
4:09 Um, and so this, this nomination is, uh, just an acknowledgement
4:14 of, of her effort and her expertise and her commitment to this
4:18 school board.
4:26 Any additional nominees?
4:27 The floor is open.
4:29 There’s no other nominations.
4:37 I’ll ask if there is a motion for nominations to be closed.
4:40 I so move, make them nominate, I move to both the nominations.
4:47 I’ll ask if there is a motion made by Ms. McDougal and second
4:52 that Ms. Jenkins.
4:54 All right.
5:01 Just checking my notes to make sure I do this in the correct
5:03 order.
5:09 All right.
5:09 We will proceed to a vote for the nomination of Ms. Belford for
5:13 chair.
5:13 They closed, yeah.
5:18 Oh, we haven’t closed them.
5:20 Sorry.
5:21 There was a motion.
5:21 There was a second.
5:23 All in favor of closing the nominations, say aye.
5:25 Aye.
5:26 Opposed?
5:27 Believe it was, uh, five, zero, Dr.
5:34 Mullins, five, zero.
5:36 Yeah.
5:36 The vote to close nominations was five to zero.
5:39 Pam, you got that?
5:40 Mr. Gibbs, we now move to the vote of the nomination.
5:46 Yes.
5:49 So all members of the board in support of Misty Belford’s
5:53 nomination as chair of the board,
5:54 please indicate by saying aye.
5:56 Aye.
5:57 Any opposed?
5:59 Nay.
6:00 Pam, I heard a vote of four to one in favor of Ms. Belford as
6:07 chair.
6:08 Okay.
6:16 At this time, I’ll call a short recess to have the technology
6:19 reconfigured to accommodate the needs of the new chair.
6:22 We’ll take the recess now.
7:56 All right.
7:57 Welcome back.
7:58 At this time, I’ll open the floor to nominations for vice chair.
8:00 I have a nomination.
8:01 Ms. Jenkins.
8:02 Oh, sorry, Mr. Gibbs, are you, you’re recognizing?
8:03 I would see you with birth.
8:04 Yeah.
8:05 Okay.
8:06 I have a nomination for Ms. Jenkins.
8:07 Sure.
8:08 I would like to nominate Ms. McDougall.
8:10 All right.
8:11 Are there additional nominations?
8:13 Okay.
8:14 I would like to nominate Ms. McDougall.
8:17 All right.
8:18 Are there additional nominations?
8:20 Okay.
8:21 I would like to nominate Ms. McDougall.
8:24 All right.
8:25 Are there additional nominations?
8:28 Okay.
8:29 All right.
8:33 - I’ll nominate Campbell.
8:37 - Any additional nomination?
8:45 All right.
8:48 Then I will call for a motion for nominations to be closed.
8:55 - Move to approve.
8:57 - Second.
8:58 - Moved by Ms. Jenkins, seconded by Ms. McDougall.
9:02 Is there any discussion?
9:04 All right.
9:07 All in favor of closing nominations, please signify by saying
9:10 aye.
9:10 - Aye.
9:12 - Any opposed?
9:13 All right.
9:16 We have a motion passed to 5-0, Ms. Escobar.
9:19 All right.
9:22 So we will take the first nomination on the floor of the
9:26 nomination for Cheryl McDougall.
9:31 All right.
9:32 All those in support of Ms. McDougall on the role of Vice Chair,
9:36 please signify by saying aye.
9:37 - Aye.
9:39 All those opposed?
9:40 - Nay.
9:42 - And the motion passes 3-2.
9:45 - Does that mean you supported McDougall for Vice Chair?
9:46 - I supported McDougall for Vice Chair.
9:46 - Okay.
9:47 - Yeah.
9:48 - All right.
9:49 So that closes out nominations, correct Mr. Gibbs?
9:50 All right.
9:51 - Ms. McDougall, do you need to sit here?
9:52 Or would you rather sit there?
9:53 It makes no difference.
9:54 - Manager.
9:55 - It’s completely up to you.
9:56 - This is fine.
9:56 - Okay.
9:57 - Mr. Susan, would you like to switch?
9:58 - No.
9:59 - Do you want to switch?
10:00 - No, no, no, no.
10:01 I just was giving her the options and she’s the Vice Chair.
10:02 - Yeah.
10:03 Okay.
10:04 The next item on the agenda is to designate the date, time and
10:07 place of regular and special
10:07 makes no difference manager it’s completely up to you this is
10:11 fine okay mr susan would you like
10:14 to switch do you want to switch no no no i just was giving her
10:16 the options and she’s the vice chair
10:18 yeah okay the next item on the agenda is to designate the date
10:22 time and place of regular
10:24 and special monthly meetings with exceptions dr mullins it’s my
10:27 recommendation for the board to
10:29 adopt the dates times and places for these meetings as listed on
10:32 the attached meeting date schedule
10:34 what are the wishes of the board move to approve second moved by
10:38 mr susan seconded by miss campbell
10:40 is there any discussion hearing none please vote yeah we’re
10:47 logging in i think i’m in the law
10:50 miss escobar did you need voice votes on those previous ones or
10:58 did you already have them fed in
11:00 i already had them in but i put them in okay thank you sorry
11:04 i don’t know if i’m in the right
11:08 no it’s opens up
11:11 you don’t have any technical issues yeah i am
11:20 it was like shrunk i know it did come on open up
11:23 all in favor please signify by saying aye aye
11:29 any opposed oh here it is the motion passes five zero
11:33 all right next we need to appoint board representatives to
11:38 various committees for the upcoming
11:40 year um currently we have league of cities mr susan you are
11:45 primary and miss campbell you are alternate do
11:47 you guys wish did we do the board authorization part can we have
11:52 to do that the checks i think we can do
11:55 it now or we can do it after either way that’s after yeah yeah
11:59 it’s okay as long as we do it tonight
12:02 all right so uh league of cities are you guys desiring to keep
12:07 your appointments there or i think you
12:10 you know being the fact that i’ve been the chair i’ve been that
12:13 person i’d love her to
12:14 sit into a role like we should be rotating right so it’s up to
12:18 you um i
12:19 i’m fine with that my thing would be that i would um i’m
12:25 considering stay on sciac unless
12:28 somebody wants to keep that and sciac is a pretty big time
12:30 commitment so i don’t know that i um
12:36 i wouldn’t mind taking sciac if that alleviates it for you
12:39 taking sciac okay so sure do you want to
12:43 give up sciac or is it your preference to stay well right it’s
12:46 my preference to stay but i mean
12:47 i certainly i’ve been on it for two years and if uh mr jenkins
12:50 would like the experience of sitting
12:52 on well no i don’t if you if you want to stay there i mean i
12:55 think that’s smart because yeah what i
12:57 what i don’t want is to take on another big one yeah yeah so is
13:01 there anyone else that would like
13:03 to take on i would take on league of cities you want league of
13:06 cities all right and then um mr susan
13:09 do you want to be alternate for league of cities no i’m good i
13:12 think i think uh miss mcdougall or
13:14 somebody else would be good to be an alternate or i can stay as
13:16 alternate on that one you want to stay
13:18 alternate okay so i have league of cities jennifer jenkins as
13:22 primary and miss campbell as alternate
13:27 and i think that’s what we’re doing okay all right revard county
13:29 values adjustment board mr susan
13:31 you love that one so much i’m sure you’re not giving it up right
13:33 i do i’d love to keep so you
13:35 keeping that one miss mcdougall your alternate on that unless mcdougall
13:39 wants it i’m i’m fine with
13:40 alternate i mean you love it but sure keep it i’ll be the
13:44 alternate okay i mean that’s one that there’s
13:47 like no takers on and there’s no like we’re not reporting right
13:51 there’s no networking it’s just the
13:53 intricacies of taxes so i love that you love it so thank you for
13:58 continuing to serve there
14:00 all right revard cultural alliance we have jennifer jenkins as
14:05 primary and cheryl mcdougall as
14:07 alternate anyone want to take on bca i don’t mind keeping it but
14:11 i don’t mind what is it
14:12 for our cultural alliance i was i was the chair of that a while
14:16 ago so i like it but i just don’t
14:17 think it would be good to redo it okay katie you good okay so uh
14:22 ms jenkins you’re good to stay
14:25 primary on that one and miss mcdougall did you want to stay
14:27 alternate on that one sure i can stay
14:29 alternate okay all right central florida public school boards
14:33 coalition typically this is chair
14:35 and vice chair um i am i am happy to stay unless somebody wants
14:40 to take primary on that i know katie
14:42 you filled in for me a few times and i think that’s one that
14:45 just remind all of us we can all go correct
14:47 because it’s advertised just like league of cities just like brevard
14:50 culture alliance like we can do
14:52 all of them together yeah so are you do you want to stay
14:56 alternate or do you want to i think matt’s
14:59 alternate on that one should make cheryl the alternate for that
15:01 then cheryl you want to be alternate
15:04 sure absolutely
15:05 um brevard schools foundation ms jenkins you are current primary
15:14 and ms mcdougall you are alternate
15:15 i’d love to have that one ms jenkins are you married to that one
15:19 or would you absolutely not
15:21 thank you so mr susan will take oh sorry yes mr susan is
15:30 everyone good with that mr susan is primary
15:33 on brevard schools foundation and ms mcdougall do you want to
15:36 stay alternate or i can if no one
15:38 else wants it sure okay mcdougall you’ll remain alternate uh
15:43 choice charter school liaison ms campbell
15:46 i don’t think you’re giving that one up well i’m happy to stay
15:48 there unless someone wants it we actually
15:50 have a meeting with our charter schools on thursday so i was you
15:53 know definitely hanging
15:54 on for at least a thursday unless someone really would like to
15:57 take that so yeah anyone okay i’m
16:00 good sounds like you’ve got it capital outlay committee mr susan
16:04 i’d love to keep continue to
16:06 serve especially because of the growth but um i do think that we
16:09 need people so what i would like to
16:11 do is if i do serve i’d love to have somebody else come in every
16:14 once in a while and just be in there
16:16 because there’s good to know the growth of the community would
16:20 you um next time you have a meeting
16:21 would you send that yep yep absolutely it’s a big deal i think i
16:25 was thinking about you is what i was
16:29 yeah it’s lots of good info on that committee um everybody good
16:32 with mr susan capital outlay um
16:36 sciat committee miss campbell you would like to keep that one i’m
16:39 invested now right and mr susan you
16:42 were down as alternate you want to stay alternate on sciac yeah
16:45 i think i think one of the reasons that i
16:47 kind of stepped away from that was is because the because that’s
16:50 my world right so i don’t want a
16:51 conflict of interest so me actually being an alternate almost is
16:54 because then if she doesn’t then i’ve got to
16:56 fill it in so i’d love to have somebody else step into that role
16:59 um just because of it
17:00 ms jenkins do you want to pull alternate on side yeah that’s
17:03 fine okay thanks
17:04 all right school health and safety ms mcdougall i’d like to keep
17:11 that one up and
17:11 unless he has a burning desire but i’d like everybody good with
17:15 that
17:15 okay combi youth advisory board uh ms campbell so they’ve been
17:22 kind of defunct over the last year but
17:24 hoping i guess once they get new students kind of back um cove
17:28 it’s been difficult yeah and they
17:31 they lost a lot of students that graduated and they need a new
17:34 crew so um there’s i still have it on my
17:36 calendar every month but they haven’t met since probably a year
17:40 ago okay so but we still need a
17:41 representative for when they get back going so ms jenkins are
17:44 you good with it how it is or you want to
17:46 switch no that’s fine okay all right am i kids miss mcdougall i
17:51 would like to have someone else do that
17:54 one um okay great i mean it’s in my business i was gonna say
17:59 right great
18:06 all right i think that is all as far as appointments unless
18:09 there’s anything that anyone else needs to
18:12 bring up all right that is going to bring us to board
18:15 authorization dr mullins
18:17 this is the requirement to it is a requirement to authorize the
18:20 superintendent to have signature
18:22 facsimiles made of the chair and superintendent to be used for
18:26 signing checks and also to approve
18:29 the continued use of the current signature facsimiles for
18:32 district checks until new facsimiles are
18:34 received a motion and vote of the board is required for this
18:38 issue one of the wishes of the board
18:40 second moved by mr susan seconded by ms jenkins is there any
18:44 discussion hearing none please vote
18:47 probably
18:59 you’re losing my cord didn’t you you guys all vote on that one
19:16 yeah um this is why was that a 5-0
19:29 Okay. Before we proceed with the regular school board meeting, I
19:37 want to remind everyone present that this is a business meeting
19:42 of the board held in the public. As such, the board is

20:08 lawful administration or functions of any educational
20:10 institution or school board, or knowingly to advise counsel or
20:13 instruct any school pupil or school employee to disrupt any
20:16 school or school board function or activity on school board
20:19 property.
20:22 To facilitate a cooperative environment for all, please be aware
20:24 of the following.
20:25 The appropriate place for public participation in the meeting is
20:28 during your individual public comment opportunity as identified
20:31 in the agenda.
20:32 Outside of your individual public comment opportunity, your role
20:35 in the meeting is as an observer.
20:37 I will ask persons deemed to be knowingly or intentionally
20:39 disrupting this meeting of the school board of Brevard County or
20:42 not complying with policy to stop or leave.
20:45 If persons receiving the warning choose not to follow my
20:47 instructions, I will instruct Brevard County Sheriff’s deputies
20:50 to take any law enforcement action they deem appropriate and you
20:53 may be escorted, detained, or arrested depending on the conduct.
20:56 Persons who refuse to depart after a warning may also be
20:58 committing the crime of trespassing in accordance with Florida

21:04 These statutes apply to conduct on all school board property,
21:07 which includes this boardroom as well as the outside of this
21:09 building to the sidewalks.
21:11 If you continue to cause disruption, you are advised that you
21:14 are in violation of Florida State Statute 877.13 or if you fail
21:19 to leave the premises after being warned by the Sheriff’s Office,
21:21 you are committing trespass and the board has authorized the
21:24 Sheriff’s Office to enforce these rules.
21:26 In the event multiple individuals fail to adhere to these
21:28 expectations and board business cannot continue due to
21:31 disruption, I will call a recess and request that the law
21:34 enforcement officers present clear the boardroom of attendees.
21:37 When the room is clear, the board will return and resume their
21:40 meeting with no public present.
21:41 Those who are signed up to speak will be seated under the front
21:44 entry area and called in when it is your time to speak.
21:50 Before we move further, I would like to offer my fellow board
21:53 members the opportunity to recognize staff, students or
21:56 community members.
21:57 Anyone have any special recognitions this evening?
22:01 I do, but I can go last.
22:03 Yep.
22:04 Feel good to say that.
22:09 I feel like I’m just, you know, following my predecessor.
22:14 I get it.
22:16 Absolutely.
22:17 Good.
22:18 I do.
22:20 Ms. Campbell.
22:21 So, on October the 30th, we had the marching band MPAs.
22:26 They were wonderful.
22:27 All our groups did so well and we were extra proud of all the
22:30 performances.
22:31 I just have to say, over the last month in particular, we have
22:35 had all county auditions.
22:36 We have had all state auditions.
22:37 We have had a couple of different solo and ensemble competitions
22:41 and as well as concerts and musicals.
22:43 And I just want to do a huge shout out to our performing arts
22:47 teachers who have done such a fantastic job getting all these
22:51 things going and getting ready for what feels like a more normal
22:54 season of performances and competitions.
22:57 And I’m really looking forward to those all county concerts
23:01 there at the end of January.
23:03 So, mark your calendars for the final Saturday in January.
23:06 You should be getting more information about tickets later.
23:08 But, it’s just a shout out to all our performing arts teachers
23:11 because they’re doing such a great job making things normal for
23:14 our students.
23:15 On November the 5th, Junior Achievement Space Coast, which is a
23:21 great partner of ours, was back in the schools for JA in a day
23:27 at Discover Elementary.
23:28 Dr. Mullen was actually one of the instructors that day and they
23:32 had people from the business community, nonprofit organizations
23:35 come in.
23:35 And they always, except for last year because of our, you know,
23:39 COVID year, but they come in and they take over every classroom
23:44 and just have, you know, do make it fun learning about money,
23:48 learning about taxes, learning about business, entrepreneurship,
23:52 just making it practical and fun for the kids.
23:55 And so, really appreciate their partnership and glad they’re
23:57 back in our classrooms.
23:58 They have a whole schedule in the spring of going into the
24:02 schools and doing more JA days coming up.
24:04 And then, oh actually, I’ll save the other ones because I think
24:11 Dr. Mullen’s had his, I had them on his list.
24:12 So, that’s all I have.
24:13 All right.
24:14 Thank you, Ms. Campbell.
24:16 Anyone else?
24:17 Ms. McDougal?
24:18 I want to give a shout out to two of our school psychologists
24:25 who were voted, have very, received some really great honors.
24:31 We, first to Charles Eccleston.
24:33 Eccleston, Eccleston, who was voted 2021 Florida School Psychologist
24:39 of the Year.
24:40 And then to Jessica Copeland, who was also voted 2021 early
24:45 career, less than five years, School Psychologist of the Year.
24:48 So, a big shout out to both Charles and Jessica.
24:52 Thank you, Ms. McDougal.
24:54 Dr. Mullen.
24:55 Thank you, Ms. Belford.
24:57 I do want to give a shout out to my amazing fifth grade class.
25:03 I was able to spend the day with Ms. Dre’s class at Discovery
25:07 Elementary School, where I was able to deliver the J-A, J-A in a
25:12 Day program.
25:14 My class was amazing.
25:15 Best class ever.
25:16 So, thanks for letting me spend the day in your class, Ms. Dre.
25:20 She obviously is a wonderful teacher.
25:22 Her students were just absolutely delightful.
25:25 Also, I want to acknowledge, and Mr. Susan, stop me if I’m
25:30 taking one of the recognitions you were going to share.
25:33 Our annual, I believe it was our fifth annual, Innovation Games
25:39 Day last Friday.
25:40 We probably had well over a couple hundred students compete and
25:46 participate in the Innovation Day.
25:49 Super big shout out to several of our sponsors who made it
25:53 possible.
25:54 Our big sponsor, Northrop Grumman, they brought something like
26:00 over 70 employees to help facilitate and moderate the different
26:04 competitions.
26:05 But also, Jacob’s Core, L3 Harris, Code Craftworks, UCF Solar
26:11 Energy Center, Larson Motorsports, and even our 45th Space Wing
26:17 helped facilitate the games.
26:19 We gave away, it’s six different categories.
26:21 We gave away over $12,000 in awards and prizes to the winning
26:26 schools.
26:27 I’m going to, because, just to recognize our schools and our
26:32 kids, I’ll do a quick, real fast list.
26:34 Our Sea Perch competition, elementary, Palm Bay Elementary
26:40 winners, University Park, our middle school, Edgewood One Sculptor
26:45 Charter, Emma Jewell,
26:46 and then the high school winners in that category were Satellite
26:49 in first place, Palm Bay Magnet High in second, and Satellite in
26:54 third.
26:55 In the Drones Races competition at the elementary, Palm Bay
27:00 Elementary first, Endeavor second, Vieira Elementary third,
27:03 Middle West Shore Middle School, West Shore Junior Senior High,
27:08 but the middle school category took first place, Edgewood took
27:11 second, Central Middle took third.
27:13 High School High School West Shore took first and second, and
27:17 Edgewood took third.
27:18 In our school promotional video competition, how cool is that?
27:23 Our students developed a promo video throughout the day.
27:26 Satellite High School took first place, Madison took second, and
27:30 Edgewood took third.
27:32 In Shark Tank, just like you see on TV, elementary school, Palm
27:37 Bay Elementary took first, Westside Elementary took second and
27:41 third.
27:41 Obviously, they had multiple teams.
27:43 And our secondary Shark Tank winners, Palm Bay Magnet High
27:48 School took first, and Madison Middle School took second and
27:51 third.
27:51 Coding Elementary winners, Holland took first, Palm Bay
27:55 Elementary took second and third.
28:00 And our secondary winners, Vieira High School took first, Palm
28:04 Bay Magnet High second, Satellite High third.
28:06 And in the Junior Solar Sprint competition, another very cool
28:10 competition, elementary first place, Cape View Elementary,
28:15 second place Cambridge, and Madison Middle School took both
28:20 first and second place in that competition.
28:22 So, very exciting day, the kids were so engaging, and a shout
28:28 out to Satellite High School, who hosted the day on top of
28:33 running school themselves that day, were just wonderful,
28:37 gracious hosts.
28:39 But also to our Shireen Lukten, our coordinator of STEM, and
28:44 just did an amazing job with organization and coordination.
28:48 So, wonderful day.
28:50 And then, last night, if I can have just a couple more minutes.
28:53 Last night, Ms. Campbell and I were at the academic teams finalist
28:59 competition.
29:00 So, this is a six week long competition.
29:03 These are brilliant high school kids come together.
29:07 They compete across the district for six weeks.
29:10 The sixth finalist teams come in here, and they battle it out
29:14 throughout the evening.
29:16 And then, teams rise to the top.
29:20 Edgewood took first.
29:21 West Shore took second.
29:23 And who?
29:25 Cocoa Beach?
29:30 Forgot.
29:31 It’s terrible.
29:32 Galley.
29:33 No, Galley wasn’t there.
29:36 It was Cocoa Beach.
29:38 I think it was Cocoa Beach.
29:39 Sorry about that, Cocoa Beach.
29:41 But we also select the All-Stars team.
29:45 And it’s a, it is the top competitor from each of the six finalists,
29:50 who then makes up the Brevard Superintendent’s All-Star Team,
29:54 who go compete at the State Commissioner of Education level.
29:59 So, these six brilliant young students will be representing us.
30:03 Jack, Jack Baptiste from West Shore.
30:06 Tommy Tibbetts from Cocoa Beach.
30:08 Phoenix Boggs from Edgewood.
30:11 John Want from Edgewood.
30:13 Nick, Nick Hill.
30:16 Iyer from Edgewood.
30:19 Giancarlo Valdivia.
30:21 I practiced it last night.
30:24 I had him down last night.
30:25 From Holy Trinity.
30:27 Forgive me, Giancarlo.
30:29 And then our alternates, Jose Montalvo from Holy Trinity.
30:33 Matt Kringinger from West Shore.
30:35 And Nate Horton from Cocoa Beach.
30:37 And a huge, huge, huge shout out to our amazing coaches, Mr.
30:42 Shawn Johnson from Edgewood.
30:44 And Mr. Mike Prince from Cocoa Beach.
30:46 And all of our academic team sponsor coaches who take on yet
30:50 another extra duty to make it possible for our kids.
30:54 So, thanks for letting me give our kids a shout out.
30:56 Thank you, Dr. Mullins.
30:57 At this time, I’m calling a recess so that we may convene the Leasing
31:01 Corporation meeting.
31:03 The Leasing Corporation is now called to order.
31:06 Dr. Mullins.
31:09 The item for the board to vote on is to elect the following
31:12 officials to the Brevard County School Board Leasing Corporation.
31:17 President will be the chair of the school board, Ms. Misty Belford.
31:22 Vice President is Vice Chair of the School Board, Ms. Cheryl McDougall.
31:27 Secretary will be myself, Superintendent of the School Board of
31:30 Brevard County.
31:31 And Treasurer will be Ms. Cindy Lesinski, Chief Financial
31:36 Officer of the School Board of Brevard County.
31:38 What are the wishes of the board?
31:40 Move to approve.
31:41 Second.
31:42 Moved by Mr. Susan.
31:43 Seconded by Ms. Campbell.
31:44 Is there any discussion?
31:45 A voice vote on this?
31:46 Okay.
31:47 All in favor, please take note by saying aye.
31:48 Aye.
31:49 Any opposed?
31:50 The motion passes 5-0.
31:51 The leasing corporation time certain meeting is now adjourned.
32:04 And now the school board meeting is back in session.
32:10 Okay.
32:11 Quickly, my recognition before we move into adoption of the
32:18 agenda.
32:19 I just want to give a huge shout out to our community for the
32:23 way that they have really wrapped their arms around our schools
32:26 recently.
32:26 And it’s been some individuals driving it, but it’s also been
32:29 like the community coming around to support those individuals.
32:33 So, and I’m sure I’m missing some.
32:35 These are just the ones that came before me that I was made
32:38 aware of.
32:39 We had a parent, for example, that reached out and asked for
32:42 donations to purchase pies for our teachers at Titusville High
32:45 School.
32:46 Small individual like personal pies to recognize them this week.
32:50 Within like 10 minutes, she had all the money she needed to buy
32:54 all the pies for that school.
32:55 And she ended up adopting another school to take pies to them as
32:58 well.
32:58 And that was fully funded as well.
33:00 Within like 20 minutes, everything was covered.
33:02 We had one of our local folks that realized that the astronaut
33:06 high school pantry was out of food for their students.
33:09 And she put out a post on Facebook that she was going to Sam’s
33:12 if anyone wanted to contribute.
33:14 She was going to buy a bunch, but she would buy more.
33:17 Katie, I think you know who I’m talking about.
33:20 And I think it was over two to three hours.
33:23 She raised over $800.
33:25 Oh, wow.
33:26 Packed her SUV full of items for the astronaut high school
33:29 pantry.
33:29 Like everyone just jumped in to help amazingly.
33:31 We had one of our media specialists that posted that her kids
33:35 wanted some specific books that were –
33:38 I’m not even going to try to remember what the genre was, but it
33:43 was specific book requests for like some sixth grade students in
33:46 the media center.
33:46 And she said that she was going to look into them and maybe for
33:49 her birthday or for Christmas, she was going to ask for Amazon
33:52 gift cards.
33:52 She immediately had more than enough money to buy the books that
33:56 her kids wanted in the media center.
33:59 And so, you know, I think those are just phenomenal examples of
34:03 how obviously it took the one person to light the spark, right?
34:06 To start that conversation.
34:08 And we certainly thank them.
34:10 But they couldn’t do it without the support of the entire
34:13 community.
34:14 And I think that’s just a phenomenal representation.
34:17 And a huge thank you goes out to all of those that are
34:19 supporting our school so passionately.
34:21 I would also be remiss if I didn’t thank our Brevard County
34:24 Parks and Recreation Department.
34:26 So, yeah, a huge applause to them.
34:29 As I think the board knows, I had reached out to them as soon as
34:34 the potential of us having Thanksgiving week came up and asked
34:37 them if they could assist us.
34:38 And boy, did they step up in a huge way.
34:41 They have – I want to say it’s 10 plus locations throughout the
34:46 county.
34:47 So they have open camps next week.
34:49 It’s on sliding scale.
34:50 So for low-income families, they can afford it.
34:52 And we’re also working on scholarship and voucher options.
34:56 For those families who can’t.
34:57 So literally, as soon as I said, “Do you think you could help?”
35:01 There was no question whatsoever that they would step up and do
35:05 that.
35:05 So just, you know, it’s just heartwarming to see the way that
35:09 people are wrapping their arms around their schools and
35:10 supporting it.
35:11 So thanks for all that are pitching in on that.
35:14 We appreciate it immensely.
35:17 And with that, we are going to get to the adoption of the agenda.
35:20 Dr. Mullins.
35:22 Chair and members of the board, on the published agenda, we have
35:25 –
35:25 we have administrative staff recommendations, 33 consent items,
35:29 six action items, and nine information items.
35:32 Changes made to the agenda since being released to the public on
35:35 Tuesday, November 9, 2021 are as follows.
35:38 There were revisions to item A-12 and administrative staff
35:42 recommendations.
35:43 Under the consent agenda, confidential attachments were added to
35:48 item F-14 on student expulsions.
35:50 Item F-22 on the 2021-2022 calendar amendment, adding November
35:58 22 through the 24th, 2021 as holidays for all.
36:03 A discussion item on athletic ESSER III funds has also been
36:07 added.
36:07 The consent item on appoint school board representative to the
36:10 City of Melbourne Local Planning Agency has been deleted.
36:14 What are the wishes of the board?
36:16 Moved to approve.
36:17 Second.
36:18 Moved by Mr. Susan.
36:19 Seconded by Ms. McDougall.
36:20 Is there any discussion?
36:22 Hearing none, please vote.
36:25 Thank you.
36:54 Ms. Belford.
36:55 Yes.
36:56 I didn’t want to say it as a discussion because it wasn’t about
36:58 whether or not I was in favor to something, but can I just bring
37:00 something up about the Thanksgiving break edition?
37:05 Yeah.
37:06 You want to do that now or discussion?
37:08 Just really quick.
37:09 Do you mind if I do it now while people are paying attention to
37:11 that?
37:11 I just want to bring up, I had this conversation with Dr. Mullins
37:14 earlier today, and I know Misty brought it up that the county
37:17 has a sliding scale for people who are looking for some camps or
37:20 daycare for their students from Monday through Wednesday.
37:23 But I just want to bring it to everyone’s attention who’s
37:26 listening that if you feel that maybe that’s not enough or that
37:28 is a difficult route for you, absolutely reach out to your
37:31 administration.
37:32 Dr. Mullins has let his staff know and administrators know that
37:37 they are there to help you, and we have funds available so that
37:40 we can support you as well to cover those costs if you need be.
37:43 So absolutely reach out and let your administrators know that’s
37:46 going to be the fastest and easiest route to that.
37:48 Thanks.
37:49 Thank you, Ms. Jenkins.
37:50 Dr. Mullins, will you please tell us about the administrative
37:53 staff recommendations on tonight’s agenda?
37:55 There are three administrative staff personnel for you to
37:58 consider this evening.
37:59 What are the wishes of the board?
38:00 Move to approve.
38:01 Second.
38:02 Moved by Mr. Susan.
38:03 Seconded by Ms. Campbell.
38:04 Is there any discussion?
38:05 Hearing none, please vote.
38:13 I think I may be the only one that I can see.
38:43 Can you record me as an I and give me a count, please?
38:46 Thank you.
38:53 All right, Dr. Mullen.
38:56 I would like to take this opportunity to recognize Ms. Deborah
39:01 Cronell on her reclassification and transfer from the position
39:05 of assistant principal in elementary leading and learning to the
39:08 position of acting principal at Apollo Elementary School.
39:13 Ms. Cronell, welcome back to the principalship.
39:16 As the board may recall, DJ Cronell is a retired former BPS
39:21 principal, came back and served as assistant principal.
39:26 We’re certainly pleased that, Ms. Cronell, you have successfully
39:30 failed retirement and come back to serve us, continue to serve
39:33 us with excellence.
39:35 So, thank you for taking on the responsibility of acting
39:38 principal at Apollo.
39:39 Dr. Mullen, can we start having them come back?
39:43 You know?
39:44 Right.
39:46 If they would like.
39:48 I mean, I don’t think we should twist any arms, but, you know,
39:50 if they’d like to join us, I think that would be awesome.
39:52 I think they all feel pretty big about it.
39:54 These are speakers on agenda items.
40:00 There’s no idea.
40:27 We are now at public comments.
40:29 For the revisions to policy 0169.1, public participation at
40:32 board meetings, speakers addressing agenda items will have up to
40:35 three minutes if 10 or fewer speakers are signed up.
40:38 We currently have six speakers signed up to speak to agenda
40:41 items.
40:42 Speakers signed up to address non-agenda items will each have
40:47 one minute at the conclusion of business.
40:50 Tonight, we have, at this point, six speakers on, looks like
40:56 five speakers on non-agenda items.
40:59 Each speaker is limited to three minutes.
41:03 We have a clock in front of me to help you keep track of your
41:05 time.
41:06 When your time is over, you’ll be asked to stop and allow the
41:08 next speaker his or her turn.
41:09 Always keep in mind that reasonable decorum is always expected,
41:12 and your statements should be directed to the board chair.
41:14 The chair may interrupt, warn, or terminate a participant’s
41:17 statement.
41:17 When time is up, it’s personally directed, abusive, obscene, or
41:21 irrelevant.
41:21 Should an individual not observe proper etiquette, the chair may
41:24 request the individual leave the meeting.
41:26 Let’s all encourage an environment appropriate for our children
41:29 who may be present or watching from home.
41:32 We’ll begin with our first three speakers, Katie Delaney, Karen
41:36 Colby, and Diana Haynes.
41:38 And Ms. Delaney is speaking on item F-21, critical teacher
41:43 shortage area.
41:45 I’m Katie Delaney, and I wanted to talk about the staffing issue
41:53 that we’re having.
41:57 After speaking with many teachers from around the county, it is
42:01 clear discipline is one of the major factors that is causing our
42:04 teachers to resign.
42:05 Here’s an example.
42:07 One teacher shared with me that a student of hers stood up in
42:11 the middle of class and said,
42:13 I’m going to ISS in school suspension.
42:15 She then explained the kids in ISS get to chat with others, play
42:21 on their phones, basically do whatever they’d like.
42:25 Why aren’t these kids made to sit quietly and read or do
42:28 homework, et cetera?
42:29 Put them to work.
42:32 They could help with the custodial staff, serve food in the
42:35 cafeteria.
42:35 I’m sure there are constructive punishments that these kids can
42:39 be doing.
42:40 Other teachers explained to me,
42:44 Detentions were scheduled to meet the needs of the student and
42:47 or parent, sometimes weeks between the offense and the detention.
42:52 There needs to be swift consequences to their actions.
42:56 Detention is meant to be inconvenient.
42:58 That’s why it’s a punishment.
43:01 If these disciplinary problems don’t get rectified, not only
43:06 will we have teacher retention issues, but also equity issues.
43:11 How is it equitable that students who come to school ready and
43:16 willing to learn keep having their learning environment
43:20 disturbed by other students who either cannot or will not behave
43:24 in the classroom?
43:25 This is a major issue contributing to the achievement gap as
43:28 well.
43:29 How can students learn or catch up with all the disruptions?
43:34 I am asking you to please give the teachers support and stand
43:37 behind them when they legally discipline the kids.
43:41 Children need boundaries.
43:43 They need rules.
43:44 They need consequences when they choose the wrong thing.
43:48 And they need praise when they make good choices.
43:50 The teachers in this community need support of this board, their
43:54 administration, and above all, kids’ parents.
43:58 And as one of those parents, I will stand behind any teacher who
44:02 sees fit to discipline my children if they’re not behaving in
44:06 school.
44:08 Even if I have to go sit in that classroom myself and give the
44:12 eye to my children.
44:13 Our teachers need our help, even more so than money.
44:19 They said discipline is the number one thing.
44:22 We need to figure out something because the issues are just too
44:28 much.
44:29 Thank you.
44:31 Thank you, Ms. Delaney.
44:32 Karen Colby is speaking on the selection of the school board
44:37 chair.
44:38 Hey.
44:40 Thank you for your time tonight.
44:43 This is…
44:44 I’m going to try to be very punctual in my timing.
44:47 Politics, partisanship has no place in the schools.
44:51 It really doesn’t from our school board.
44:54 This comes from the top down.
44:55 Watching what just happened, I’m certain I just witnessed a coup.
44:59 How better to punish an individual who supports parents’ rights
45:04 than to remove that individual
45:05 from a position for their apparent support of parents’ rights?
45:10 How better to let the people listening to me now to understand
45:13 that we are actively candidate
45:16 searching now for people who we didn’t think we were going to
45:19 have to do that on?
45:20 It’s really important to our kids that we put up a strong base
45:23 and that we’re consistent.
45:26 As parents and voters, it’s becoming clear the courts are being
45:30 abused by school boards
45:32 in general to control parents’ thoughts.
45:34 Now, we are given the rights that are in this document here that
45:38 Governor DeSantis swore
45:40 into legislation.
45:41 Do you remember something that hit me about parents’ rights is
45:46 we also have a right that
45:48 the people who are representing us on the school board, if they’re
45:51 sanctioned by the courts,
45:52 we’re going to expect y’all to rebuke that person from this body
45:55 and to consider removing
45:57 them from the board when this rebuke happens?
46:00 I believe it’s occurring right now.
46:02 It’s time we get on with the business of our children, please,
46:05 and off TV or being interviewed
46:07 and wasting the courts’ time with frivolous court filings.
46:10 Ms. Colby, if you could just keep it focused on the agenda item,
46:12 okay?
46:12 Okay.
46:14 I was going to also speak, because it’s an agenda item about
46:17 sports equity, and I’m kind of
46:19 been combining them.
46:20 I’m really not happy with what I just saw happen.
46:23 Okay, equity of sports means a lot to a lot of people.
46:26 of people I want to speak coming from a parent who had six
46:30 children go through a
46:31 upper upper level sports facilities I want to speak about Rockledge
46:36 High
46:37 School I came here to actually do that because watching track
46:41 and field for
46:41 years now I admire their programs so much they don’t have any
46:45 facilities they
46:46 have to practice as far as I know still at Vieira my kids were
46:49 all I want to say
46:50 track stars but a couple of them were actual track stars and
46:54 when I watch
46:54 Rockledge performing at the level they were performing if they
46:57 had the
46:57 facilities that satellite had I’d put them at natural national
47:01 champions and this
47:02 is a good way to get the kids to get to school the college so
47:05 the fastest way to
47:06 be equal to kids and quickly is through sports and it’s the most
47:11 way that’s not
47:12 debated about everybody likes sports and the track and field
47:15 team there deserves
47:17 it so does their long distance running and the football field
47:21 would benefit too
47:22 because it would involve fixing the track the football field
47:25 that would bring
47:26 lacrosse soccer women’s events and they don’t have the thing
47:30 satellite has and I’d
47:30 like to have all schools equal in their sports and that’s what I
47:34 wanted to say but I
47:35 was just kind of upset about that whole chairman thing
47:38 congratulations so to you
47:39 thank you thanks miss Colby all right as Diana is approaching
47:43 Diana is speaking on board policy 0169.1
47:47 as she’s approaching the next three speakers will be Sophia
47:51 Patterson although Sophia if you would be
47:54 prepared I’m going to need clarification on your topic it doesn’t
47:57 appear to be an agenda item so I’ll
47:58 ask that when you come up okay and then Sarah Mursky and Julia
48:02 Anton so Diana on 0169.1
48:06 can you remind me what that is remind you what what is 0.6 I I’m
48:12 very confused I’m kind of upset this is
48:14 called public comment your rules to make them agenda items
48:19 really disturbs me because so I’m going to
48:22 interrupt you I’m going to interrupt you for one second okay
48:25 just because we need to follow process
48:26 so the note that I have here is that you are speaking on our
48:29 board policy 0169.1 public participation
48:32 is that your in your intent to address yeah okay participation
48:38 that’s what I’m discussing right
48:39 now with you okay I just didn’t I hadn’t started your clock
48:42 because I wasn’t sure if you were waiting
48:43 on clarification no I like zero 1.69 was I think I also added
48:47 about the board nomination I’m not on
48:51 this one but I’ll go ahead and start your clock and you can
48:53 adjust your concerns okay yes and like
48:56 I started out saying that public comment is just that comments
49:00 from the public you are restraining us
49:02 by dividing it off into agenda items only we are here to speak
49:06 to you as the taxpayers and parents and the
49:10 public and we should be able to speak about whatever it is you
49:13 we want to speak or we
49:14 have issue with you also mentioned non-agenda items at the end
49:19 of the meeting I’d like to
49:21 know what is the purpose and point of that because is it public
49:25 comment then is it still on camera can
49:28 the public still view complaints accolades issues that the
49:33 public has these are questions and concerns I
49:36 have about this entire public comment and I didn’t get a chance
49:41 to find out whether or not you passed the
49:43 new one-minute rule which you might as well that was really
49:47 great I mean I don’t know anybody who can
49:48 make a clear thought in a minute or less that has an invalidity
49:52 but I’m going to come back and I’m going to come
49:54 back under the non-agenda items to speak about cameras in the
49:58 schools usage of cell phones up on the
50:00 dais and lawsuits that the taxpayers are paying for and that’s
50:05 it thank you thank you so much
50:07 all right uh Sophia Patterson
50:10 can you clarify for me the note I have is here is oath of office
50:17 which doesn’t seem to be an agenda item
50:20 is that what you’re speaking on this evening that is in part of
50:23 it as well as Florida statute 1001.42 which was
50:27 mentioned on the agenda so I don’t think we have an agenda item
50:31 for Florida statute that wasn’t made
50:35 clear it does list that it is on the agenda and I did click into
50:38 it and that is what you have for 1001.42
50:42 okay so what I’m going to do is I’m going to we don’t have a
50:47 very long agenda but I’m going to go ahead
50:49 and put you into the non-agenda pile no because I thought that I
50:53 would have three minutes to speak
50:55 it does indicate that that is an agenda item and I’m not sure
50:59 that it had to be distinguished as
51:02 such but when you look at the agenda for this evening that is
51:05 included as an agenda so we ma’am we don’t
51:08 vote on statute so that’s not an issue that the board would be
51:11 voting on we’ll be happy to hear you and the
51:13 non-agenda speakers okay how is it not an agenda item when it’s
51:16 listed as an agenda for today if
51:18 you’d like to take a seat I’ll have a I’ll be happy to speak
51:20 with you after the meeting about the
51:21 specifics of it or have our attorney do it okay and I’ll call
51:24 you back up with the non-agenda speakers
51:26 already listed for non-agenda items I just don’t understand how
51:29 you can have language phrased in that
51:31 manner indicating that section 1001.42 is listed as an agenda
51:36 item this is this is not an appropriate
51:38 time for this discussion so I’m going to ask you to step back so
51:41 we can finish the rest of the public
51:42 comment and then I’ll bring you up for the non-agenda item okay
51:45 all right um Sarah Mirsky speaking on item f project management
51:55 it looks like
51:56 good evening madam chair and board my name is Sarah Mirsky and I’m
52:06 a mother wife
52:08 student stakeholder registered voter constituent in district two
52:12 and I have two children in the
52:13 Brevard public school system I hope that the board has a
52:16 wonderful Thanksgiving a Merry Christmas
52:19 and a Happy New Year as I will not be meeting I will not be at
52:22 the meeting on December 14th as I’ll be
52:24 graduating college that day I wanted to clarify my support for
52:28 teachers and BPS staff having Thanksgiving
52:30 week off I fully support teachers and staff getting much needed
52:35 time off I just wish the board would have listened
52:37 to us about how hurtful policies put a lot of stress and
52:40 unnecessary work on our teachers and staff
52:43 including but not limited to the illegal mask mandate I want to
52:47 especially thank the board for quickly
52:49 responding to the repair issues at Endeavor Elementary this is a
52:54 health and safety issue and I’m glad that the
52:56 BPS board is very concerned with this as well as the achievement
53:00 gap which we will continue to follow up on
53:04 now I want to address inappropriate books being taken out of
53:07 school district libraries
53:09 so Sarah I have I’m going to stop your clock thank you I have
53:13 your topic as construction F so I’m going to ask you to stick to
53:18 that topic
53:19 okay I address that and and so I just would like to finish the
53:24 rest of
53:24 as long as you keep it on agenda item absolutely
53:27 um okay if not then I’ll bring you back in the non-agenda item
53:34 and you can speak to the off agenda items
53:35 I have no problem with that okay and then how much time will I
53:38 have you’ll have one minute on the non-agenda
53:40 okay well I’d like to bring up the agenda item of public
53:48 participation and my point on that
53:53 is that other school districts give three minutes and they have
53:56 all their speakers all at one time
53:59 and in fact if you’re a representative like the head of the
54:02 teachers union the head of moms for liberty
54:04 florida freedom keepers get actually six minutes to speak thank
54:08 you and go ahead and put me for the one minute
54:10 all right thank you thanks sarah Wyatt stumba oh sorry uh julia
54:15 anton and i have you speaking on um
54:18 policy two five two zero two zero curriculum adoption
54:23 the newest fad for organizations that are storming board
54:29 meetings is to claim that if we teach history
54:31 truthfully that there’s only one possible result and that is
54:35 that all school children will learn to
54:36 hate all white people i’m calling hooey on that
54:40 i learned about the holocaust without learning to hate germans i
54:42 learned about the evils of slavery
54:44 without learning to hate white people i witnessed 1964 the
54:49 schoolhouse door stand i witnessed being
54:52 chased around the schoolyard because my parents didn’t vote for
54:55 george wallace i didn’t learn to
54:57 hate all white people we can teach history and we can teach it
55:02 truthfully without suddenly everybody hates
55:05 everyone white so why am i here i’m here to say that when that
55:10 fake outrage inevitably presents itself in
55:13 these school board meetings and they start giving you all that
55:17 hooey respond to it i’m going to
55:21 interrupt you for a moment and just ask you to speak to the
55:25 agenda item okay not to not to comments from
55:27 others but specifically to the curriculum adoption please that’s
55:30 fine um they appear and say we want
55:35 to adopt specific criteria specific curriculum or to get rid of
55:40 specific curriculum on the belief that you
55:43 can’t have certain curriculum without making all white everybody
55:47 hate all white people and i’m saying
55:51 when that manifests itself don’t listen to it because it’s hoey
55:56 thank you ma’am

1:02:34 Did you get a little bit?
1:02:35 Yes, it’s telling me that votes are closed for some reason.
1:02:37 I know.
1:02:38 All right.
1:02:39 The motion passes 5-0.
1:02:40 All right.
1:02:41 That brings us to the information agenda.
1:02:43 The information agenda includes items for board review
1:02:45 and we brought back for action at the subsequent meeting.
1:02:47 No action will be taken on these items tonight, Dr. Mullins.
1:02:50 There are nine agenda items under the information category.
1:02:54 Does any member wish to discuss anything else on the information
1:02:57 agenda?
1:02:57 All right.
1:03:07 Does anyone have anything else they want to report?
1:03:10 Mr. Susan, you had asked to have a discussion item added on
1:03:13 athletic ESSER III funds.
1:03:15 Yeah.
1:03:16 So thank you, Madam Chair, for giving me the opportunity to
1:03:19 speak.
1:03:20 We had a meeting last week where the ESSER funds were discussed
1:03:24 in dealing with many of the positive things that we can bring
1:03:28 back to our districts to include the mental health and a lot of
1:03:31 the positive gaps that we’ve created because of COVID.
1:03:33 One of the areas that I felt very strongly about and spoke about
1:03:36 was the athletic programs and facilities and stuff like that
1:03:40 that we currently have.
1:03:41 So right after the meeting, I engaged with staff and said, hey,
1:03:44 what’s the plan moving forward?
1:03:45 We’ve got a lot of need out there.
1:03:47 And to my extreme excitement about it, they had an amazing plan.
1:03:54 And I just kind of wanted to go through that so that the
1:03:56 individuals that saw the exchange last week would understand
1:03:59 that there’s a plan moving forward.
1:04:01 And a lot of our athletic directors would have a direction on
1:04:04 what they were going to be looking at and stuff like that.
1:04:07 So many individuals that are out there right now may or may not
1:04:10 know that the facilities across the county are looking – there’s
1:04:14 need in multiple layers, right?
1:04:16 So our school district started in an area that I’m going to ask
1:04:19 Dr. Mullins to talk about where they started upgrading, whether
1:04:21 that was tracks and other things.
1:04:22 But there’s other things.
1:04:23 There’s Rockledge High School that has a football field that’s
1:04:26 not on their field, right?
1:04:28 So they’re incurred costs from transporting their band and
1:04:30 everybody else that’s going over there.
1:04:32 There’s West Shore Junior Senior High School has a locker room
1:04:37 that rivals a horror film, right?
1:04:40 There’s a lot of different things.
1:04:41 So Galley’s Gym, and there’s carpet still hanging from the gym.
1:04:45 And it’s nobody’s fault.
1:04:46 It’s not like there’s – it just hasn’t been an opportunity for
1:04:48 us to go out and find those things.
1:04:50 We needed athletic trainers in all of our schools.
1:04:52 Our weight rooms were falling apart.
1:04:53 Safety issues.
1:04:54 There was netting that wasn’t holding back.
1:04:56 Softballs and baseballs were flying into the crowds.
1:04:59 I mean, there was just stuff that we needed to do, and it’s
1:05:01 nobody’s fault that it wasn’t.
1:05:02 But because ESSER was – and because COVID came, all of the
1:05:06 opportunities that we had to fundraise were gone.
1:05:09 We missed our homecomings.
1:05:10 We missed our problems that gave us the opportunity.
1:05:12 We missed a lot of the football games that drew the large crowds.
1:05:15 We missed all of those things, and that’s what this money was
1:05:18 for.
1:05:18 So I asked – I said, hey, here’s some of the biggest concerns I
1:05:22 have that I’ve heard before and I’d like to move forward.
1:05:24 And Ms. Moore came out and said she’s working on and has had
1:05:28 them agreed to an athletic trainer in every single school in the
1:05:32 entire county.
1:05:33 That’s huge.
1:05:35 I will tell you as a former coach that sat back and – we would
1:05:38 go to schools where we would have an athletic trainer and the
1:05:42 guys across the way didn’t have them.
1:05:43 So our athletic trainer was running back and forth across the
1:05:45 field.
1:05:46 And some days, there wasn’t an athletic trainer on either side.
1:05:49 And you have coaches trying to make protocol decisions on concussions
1:05:53 and stuff like that.
1:05:54 And in some cases, you have good coaches to do that.
1:05:56 In some cases, they just don’t know.
1:05:58 Sebastian River lost a kid because they made a decision that
1:06:00 they didn’t have athletic trainers.
1:06:02 It was a situation.
1:06:03 So that’s huge, and I want to say thank you to Ms. Moore.
1:06:06 I talked to Sue Hand and our facilities director, and she said
1:06:09 that they knew about the netting on the fields, and they’re
1:06:13 already moving forward with that.
1:06:15 So they’re already putting together a plan to take care of that
1:06:17 as they’re starting to do a lot of the drainage issues and stuff
1:06:19 like that at each one of the schools.
1:06:21 And then there’s some of the other issues, like I started
1:06:26 hearing like Palm Bay has, they can’t, Palm Bay High School can’t
1:06:30 even host a local, like their own meet because they don’t have a
1:06:35 long jump pit.
1:06:37 So like these are all things that need to happen, but there’s,
1:06:40 when I came to the table, I said, I want, I want weight rooms to
1:06:43 be fixed throughout the entire county because I heard about what
1:06:45 happened at Coco, right?
1:06:46 But the problem is that some schools, they don’t need a new
1:06:48 weight room.
1:06:49 Some schools need a new locker room.
1:06:50 Some schools need a jump pit.
1:06:51 Some schools need this.
1:06:52 Some schools need a transportation to the other ones.
1:06:55 It’s just, it’s everywhere, right?
1:06:57 So what Sue took, stepped up and said, here’s what we’ll do.
1:07:00 We’re going to create a master athletics plan that identifies
1:07:04 the need of each one of the schools, and then takes that need
1:07:08 and identifies it from first to 15 or whatever it is.
1:07:11 And then what we’re going to do is put it all in a schedule.
1:07:14 Because if we just don’t do that and we just come forward with
1:07:17 like the squeaky wheel gets the grease, then what ends up
1:07:19 happening is, is we just take care of this over here, over here,
1:07:22 and things like locker rooms and stuff may not be done.
1:07:25 So I’m looking forward to that.
1:07:28 I’m just so excited that we have a plan moving forward because
1:07:32 we did, Dr. Mullins, do you want to talk about some of the stuff
1:07:34 we did before this?
1:07:35 Dr. Mullins, do you want to talk about some of those tracks and
1:07:37 stuff?
1:07:37 Yes, to that point, you know, Brevard County, Brevard Public
1:07:41 Schools went through what I would call an athletic facilities
1:07:46 renewal drought during those several years when we didn’t have
1:07:51 capital funding to renew our facilities at the level any one of
1:07:55 us would be satisfied with.
1:07:57 Dr. Mullins, do you want to talk about some of those tracks?
1:07:58 Dr. Mullins, do you want to talk about it?
1:32:48 Thank you.
