48:37 We are now onto the public comment section of our meeting.
48:41 Though school board policy 0169.1 limits to 30 minutes
48:45 the portion of the meeting during which the public
48:47 is invited to participate and provide public comment,
48:50 the policy further provides that this time limit
48:52 may be extended by a board vote.
48:54 We have five speakers signed up this morning.
48:59 Each speaker is limited to three minutes.
49:04 We have a clock in front of me
49:05 to help you keep track of your time.
49:07 When your time is over you’ll be asked to stop
49:09 and allow the next speaker his or her turn.
49:12 Always keep in mind that reasonable decorum
49:14 is expected at all times
49:16 and your statement should be directed to the board chairman.
49:19 The chairman may interrupt, warn,
49:21 or terminate a participant statement when time is up.
49:23 Personally directed, abusive, obscene, or irrelevant.
49:27 Should an individual not observe proper etiquette,
49:29 the chairman may request the individual leave the meeting.
49:32 Let’s all encourage an environment appropriate
49:34 for our children who may be present or watching from home.
49:37 Let’s begin with our first three speakers,
49:39 Mr. Bradley, Mr. Colucci, and Ms. Skipper.

50:07 My name is Ron Bradley.
50:08 I live at 110 Worms Avenue in Rockleys, Florida.
50:14 Good morning.
50:17 First thing I’d like to talk about is something that’s really on
50:22 my heart.
50:24 I don’t know why I’m here.
50:26 My only real focus, goal, is to live each day for the fullest
50:32 and try to honor God and encourage others.
50:35 what the future holds is firmly God’s hands, and I’m happy about
50:43 that.
50:45 I’ve got a few things I’d like to share with you.
50:49 The company I work for, if you’d ask a president of the company
50:54 what he would say,
50:56 then he says, “I don’t pay good wages because I have a lot of
51:02 money.”
51:04 I have a lot of money because I pay good wages.
51:09 And I was very disappointed yesterday about what happened.
51:17 I spent about three or four hours Saturday going on the internet
51:22 and looking what some of the board did in the community.
51:27 I was very proud of that fact.
51:31 But at the same time, you’ve got to realize, you’ve got to spend
51:37 money to make money.
51:39 You can’t run a school system on dimes and nickels when you need
51:44 dollars.
51:45 You can’t run a school system on dimes and nickels when you need

51:49 Another thing.
51:51 It’s good to have money and things money can buy.
51:55 But it’s good to check once in a while and make sure you haven’t
52:01 lost the things that money can’t buy.
52:03 What does a corporation do when things go south?
52:10 They start reducing overhead.
52:15 And I think we’ve got a lot of overhead where we should and I
52:19 don’t know how to find out who’s what.
52:24 But I don’t understand when you’ve got teachers that have to
52:28 have a certificate to teach.
52:30 Then you’ve got people out of the district office going out and
52:35 telling the teachers how they should teach.
52:38 Let them do their job.
52:41 Let them teach the way that God wants them to teach.
52:47 And a few people would spend as much time going out to the
52:52 schools and talking to schools, spend some of that time up in Tallahassee
52:57 and telling them people that you need more money for your school.
53:00 My taxes is going to go up, but I don’t care because it’s
53:05 investment in the future.
53:07 You’ve got to spend money to make money.
53:10 Now, two and two made four when I went to school, but some
53:15 reason or another here at this school board,
53:17 two and two making five, and I don’t understand that.
53:20 Thank you, Mr. Bradley.

53:34 My name is Anthony Colucci.
53:35 I’m the president of the Brevard Federation of Teachers.
53:38 Mr. Susan, on behalf of our teachers, we want to thank you for
53:42 staying true to your word on increasing teacher pay, and more
53:46 importantly,
53:47 we will be voting on behalf of the best interest of students
53:49 yesterday.
53:50 Thank you.
53:51 That trophy is in the right spot today.
53:53 We appreciate that you had the courage to ask sincere questions
53:58 of your CFO and not accept her flawed analysis without question.
54:02 For the rest of the board, it is now clear as day as to where
54:07 you stand on the issue of teacher pay when you’re away from the
54:10 campaign trail.
54:11 We will point to this vote every time you want to tell us how
54:14 much you appreciate teachers.
54:16 You actually probably are best off just avoiding that lip
54:20 service.
54:21 Even when a neutral party tells you that you can afford a raise
54:25 and it’s in the best interest of students to give that raise,
54:29 you chose to pad your budget.
54:31 Even when your CFO comes to a meeting completely unprepared to
54:35 answer your questions, you fell in line to maintain the status
54:40 quo.
54:40 Perhaps most concerning is that you wouldn’t even accept the
54:45 facts the union presented and verified by a neutral party when
54:49 there was nothing presented to dispute them.
54:50 It’s simply appalling that you think teachers are going to be
54:54 baited by promises of some great raise next year.
54:58 How many years in a row can you say that?
55:00 I’m counting three right now.
55:02 I’m not sure how you can even believe that at this point.
55:06 It’s unfortunate that yesterday marked the day that this school
55:09 district will begin its descent to rock bottom.
55:12 I know for most of this board apparently saying I didn’t bring
55:16 information is more credible than actual data, but just a
55:19 reminder to the public there are about twice as many teachers
55:22 resigning or retiring this June as there were last June.
55:25 And that’s just a fraction of what we’ll see in July and August.
55:29 There were 81 instructional vacancies last Wednesday.
55:33 Your actions took a sledgehammer to teacher morale.
55:37 Teachers will start the year with continued protest and
55:40 resentment towards much of this board and superintendent.
55:43 How do you pass the sales tax in 2020?
55:46 Are you really going to ask teachers to support that?
55:48 Some of you are fond of bragging that at the last second you
55:52 decided to support the half penny.
55:54 That’s cute.
55:55 But teachers like me actually actively campaigned for it.
55:58 I won’t be doing that again.
55:59 Perhaps most disturbing is that some of you wanted to do a
56:03 political punt by bringing up billage now.
56:06 Too little, too late.
56:08 Teachers and taxpayers don’t trust you.
56:10 The course that you set is terrible teacher morale, low wages,
56:14 unfilled teaching positions, a failed effort to renew the half
56:19 cent sales tax, and additional millage that doesn’t even get off
56:22 the ground.
56:23 The public will vote you out of office.
56:26 The new board will hire a new superintendent, one who believes
56:29 in holding staff accountable.
56:31 And eventually we will rebuild this district into a better one.
56:35 One where every classroom has a certified teacher and one who
56:38 gets compensated as they should be.

56:49 Good morning.
56:53 At one of the recent meetings, I talked about teachers needing
56:57 to be turnkey ready on the first day when students walk through
56:59 their doors.
57:00 We are expected as professionals to have a welcoming classroom
57:04 and a plan in place to build a classroom culture built on trust
57:09 and standards-driven instruction.
57:11 We are expected to have our objectives, standards, and lessons
57:15 ready to go every single day.
57:17 We are expected to anticipate challenges and adjust our
57:22 instruction, oftentimes on the spot.
57:25 We are expected to be on time and prepared for meetings, and
57:29 when we are not, we are reprimanded.
57:31 Are the same things happening to every employee in this district?
57:35 I lost count of the times that I heard I don’t have that
57:40 information yesterday during the legislative hearing.
57:43 Since when is being ill-prepared for your job appropriate?
57:50 Since when is it okay to show up to a hearing on such an
57:52 important topic as teacher pay without your current budget?
57:57 We have sat with teachers this year in disciplinary meetings for
58:00 not having data ready for meetings or for being late for
58:03 meetings.
58:03 Is discipline happening at all levels or just for teachers?
58:08 And also, why was a CFO of Brevard County, who makes over six
58:13 figures a year, never asked to boot up her computer and bring
58:16 the information you needed?
58:18 Are you telling me that in 2019 there was no ability for her to
58:21 have a laptop to access the necessary information?
58:23 Or that during the recess she couldn’t have walked to her office,
58:26 which is in the same building, to get that information?
58:29 Another phrase I want to discuss is credit rating.
58:33 It seems the district is very concerned about its credit rating,
58:36 but not at all concerned about its teachers’ credit rating.
58:40 We have teachers who can’t buy houses in the community in which
58:43 they teach.
58:44 We have teachers who are barely staying above water financially
58:47 while watching their credit rating sink.
58:49 This is the message I received about yesterday.
58:51 I’m currently trying to refinance my house.
58:53 My issue is I have max credit cards.
58:55 I’m single and caring for my 96-year-old mother.
58:58 I’m just paying principal.
59:00 My bank rejects me because of my debt ratio to income.
59:04 I needed the increase from the magistrate.
59:07 I can’t keep up with less than cost of living increases.
59:10 I’m screwed because I can’t retire and stay in my own home.
59:14 My doctor has put me on blood pressure meds.
59:18 I have been a teacher in this district for now 13 years.
59:21 I am that average year of experience that we talked about
59:25 yesterday.
59:26 And if I didn’t have a master’s degree, I would be that $43,000
59:33 median income.
59:34 And if I had chosen Orange County, I’d be making $11,000 more
59:38 than I do now.
59:39 And during that four-year pay freeze that was projected on the
59:43 screen,
59:43 I lost my house because I couldn’t refi because I was an annual
59:48 contract teacher
59:48 with an income that wasn’t steady.
59:50 You guys had the choice to do better yesterday, and you made the
59:54 wrong choice.

1:00:15 I just ask that you at least check into the type of service that

1:00:22 of the service that I normally give.
1:00:24 Yes, like any company, I’m going to have issues.
1:00:28 You’re not supposed to, but, you know, when you’re doing 50, 60
1:00:30 trips a month, you’re going
1:00:48 to have issues.
1:00:49 You’re not going to please everybody all the time.
1:00:52 So I really appreciate if you look into it in depth with some of
1:00:57 the people that I put

1:01:08 My name is Jen C. Lee, and I am a music teacher at Holland
1:01:17 Elementary.
1:01:19 And I’m here because something that touched me yesterday from
1:01:27 the meeting.
1:01:29 I have been working with Brevard Public Schools since 2002.
1:01:34 And my husband has been working since 2001.
1:01:37 We are loyal to this public school.
1:01:40 It is our passion, you know, to be who we are to these kids.
1:01:47 And so as music teachers and teaching the arts, you know, we
1:01:56 teach compassion for kids to kids.
1:01:59 So they eventually, hopefully, will grow up to be one that
1:02:03 continue the humanity, you know, for the next generation.
1:02:06 And so with the, you know, either transparency or not from
1:02:13 yesterday’s meeting, something was thrown out about the
1:02:17 strings program.
1:02:18 And I, I don’t know if, you know, I’m sure you are aware that
1:02:24 the strings program in Brevard County touch many lives in this
1:02:29 county.
1:02:29 And not only that, but it is recognized statewide.
1:02:34 Highly, you know, highly recognized in the state of Florida.
1:02:38 And also nationally, you know, with festivals like Music For All,
1:02:42 National Orchestra Festival competitions,
1:02:46 and the Midwest Bend Clinic competitions.
1:02:49 So, you know, that, that comment affect some of us who are in
1:02:56 the, in the room.
1:02:58 Because, you know, we worked hard.
1:03:00 And I know all the strings teachers worked hard.
1:03:03 They are, they have more on their plate than regular music
1:03:07 teachers.
1:03:08 But I just want you all to understand that their job is very
1:03:13 important.
1:03:14 You know, I am not here to, you know, defend my, my husband’s a
1:03:17 string consultant.
1:03:18 But that, not just that, but his colleagues from Titus field all
1:03:22 the way down to, you know,
1:03:24 heritage.
1:03:25 And every single one of them deserve the respect and recognition
1:03:29 that their job is important.
1:03:31 Another thing for, for last 45 seconds.
1:03:34 I’m from Malaysia.
1:03:36 And growing up in Malaysia and in Singapore, seeing the
1:03:39 education there, the budget line one is
1:03:42 set teacher salary.
1:03:43 And then, because they are, you know, in the class, they are
1:03:48 there.
1:03:48 They are the human in the classroom.
1:03:50 Be with the kids.
1:03:51 And affecting all these kids mentally and emotionally.
1:03:54 And, you know, with the academies.
1:03:57 So, I want you all, you know, moving on to the next budget
1:04:00 meeting.
1:04:00 You know, teacher salary.
1:04:01 If you, you know, that, if you take care of that, have faith and
1:04:06 be courage and go out and find money.
1:04:07 Just like we all do where we need money for our funds.
1:04:10 You know, like Miss Tina Deskowicz has been going out to do the,
1:04:14 you know, giving out the bridge builder.
1:04:16 We go out to solicit, you know, ask for donations for our
1:04:20 programs for the kids.
1:04:21 So, I hope all of you will do that.
1:04:23 You know, have the courage and have faith that it will be there.
1:04:26 You know, with Boeing moving in, there’ll be a lot of monies
1:04:30 coming in.

1:04:39 I just want, I want to respond to a little of what you said.
1:04:41 We know, at least I know, that you are an amazing music teacher.
1:04:44 And, we are grateful for your dedication.

1:04:48 I just want to clarify Miss Campbell’s comment yesterday.
1:04:51 We, what we ultimately voted for was to make sure that those
1:05:01 areas of things that I was talking about with social workers,
1:05:05 Miss Campbell was talking about with the strings programs, would
1:05:08 be protected.
1:05:08 We felt like, four of us of the five, four of us felt like we
1:05:11 were going into risky areas.
1:05:13 And, I know we can all disagree on that all day.
1:05:16 But, we felt like if we went that extra six million dollars, we
1:05:18 didn’t know where we were going to cut that from.
1:05:20 And, so, she was saying, I can’t get near, I don’t want to touch
1:05:24 strings.
1:05:25 I was saying, I don’t want to touch social workers.
1:05:27 People yell at us for board priorities.
1:05:29 We each have these priorities.
1:05:31 And, those were, that’s what she was saying.
1:05:32 So, your strings program is absolutely safe with the most recent
1:05:36 vote.
1:05:36 So, please, don’t worry about that.
1:05:38 Okay.

1:05:41 Yes, I just wanted to say that there is absolutely no looking
1:05:45 right now at cutting any of those said programs
1:05:48 by any single member on this board or the superintendent in any
1:05:52 way.

1:05:54 I hated the fact that you went home thinking that.
1:05:56 It was not what their, what their direction was in any way.
1:06:00 So, if that helps you, I just wanted to say that.

1:06:17 So, just a couple of comments that I think are important for
1:06:26 everyone to hear.
1:06:29 Be assured that the feel-good, easy vote yesterday would have
1:06:34 been to support the magistrate’s
1:06:36 recommendation.
1:06:37 It would have been much easier for all of us to have done that.
1:06:40 We would have had a much better afternoon, a much better morning
1:06:44 today, and the unfortunate
1:06:46 thing is that we would not have had a much better next month or
1:06:50 the month after when we
1:06:52 started looking at cutting things like the strings program, like
1:06:56 our social workers to make up
1:06:57 the deficit in those dollars.
1:06:58 I’m not done yet.
1:07:02 It is true.
1:07:07 So, for several reasons, those of us who voted to support the
1:07:12 superintendent’s recommendation
1:07:14 did so because we’re looking at the long haul.
1:07:17 But I think what has not come out in this discussion is there
1:07:22 was a mention of teachers starting the
1:07:24 year with continued resentment.
1:07:26 There was a message of how do we expect to get the sales tax and
1:07:32 that we should put the
1:07:34 budget, the first line item in the budget as teacher salary.
1:07:38 Three weeks ago, the district went to the union and requested
1:07:41 that they come back to the table
1:07:43 so that we could discuss not only this year’s money, which is
1:07:47 limited because recall we had a 47-cent
1:07:50 based student allocation increase this year.
1:07:53 But within the past month, we have received next year’s budget
1:07:56 and so we know we have additional
1:07:58 dollars for next year.
1:08:00 We are eager to make that the very first commitment in next year’s
1:08:04 budget by going back to the table
1:08:05 right away.
1:08:07 We are eager to meet the magistrate’s recommendation without
1:08:10 putting programs in the district in jeopardy.
1:08:13 And we are looking forward to moving forward in doing that.
1:08:16 We don’t want teachers starting the year with resentment.
1:08:18 We want to wrap this up.
1:08:19 We want to get money into the hands of teachers as soon as
1:08:22 possible.
1:08:23 And that has been our goal and that continues to be our goal.
1:08:28 But in order to do that, we have to come back to the table and
1:08:31 we have to discuss how we get there.
1:08:34 Next year, we have a $151 increase in base student allocation,
1:08:39 which gives us the flexibility to make commitments that we
1:08:42 couldn’t make this year.
1:08:42 So please understand that none of us up here feel great about
1:08:47 the decision that we made yesterday, but we had to make it in
1:08:52 the best interest of the long term sustainability of the
1:08:55 district.
1:08:55 And we have a plan to still take care of our teachers and get
1:08:59 them to that amount.
1:09:00 But we’ve got to get back to the table and have that discussion.
1:09:02 And that is our plan from our side.
1:09:06 There is no one up here that doesn’t want to give teachers as
1:09:09 much money as we can possibly give them.
1:09:11 But we have to work within the constraints that we have.
1:09:14 We can get there tomorrow, quite frankly.
1:09:17 But we have to work together to get it.
1:09:20 Mr. Colucci, please, please quiet down.
1:09:24 Can I say something?
1:09:25 Mr. Susan.
1:09:27 I agree with the sentiment that each one of the individuals that
1:09:31 sits up here at this dais does want to give the teachers as much
1:09:35 in their possibility that they can.
1:09:37 I would say that the financial stability of the district, in my
1:09:41 opinion, could have been offset by some of the numbers that we
1:09:45 were receiving along with the $9 million of reoccurring funding
1:09:49 that we have coming in next year.
1:09:50 So if in the event that we could not find the funding this year
1:09:53 to do what you say, I felt like the $9 million of reoccurring
1:09:56 next year.
1:09:57 That was the main point.
1:09:59 I feel that this is something that I think a lot of people have
1:10:02 split hairs about because I do believe, and I’ve said it
1:10:05 publicly over and over again, that every one of you tries to do
1:10:08 the best that they can.
1:10:09 And that Dr. Mullins’ heart is true.
1:10:11 I just – it was a difference of how to get there.
1:10:13 That’s all.

1:10:16 I agree with you, Mr. Susan.
1:10:18 I think we’re on the same page on that.
1:10:20 I think where we vary on that is we can’t commit dollars from
1:10:25 next year’s budget for this year’s issue, which is why it was so
1:10:30 important that we be able to have the conversation and go back
1:10:33 to the table so that we can address what we’re doing next year.
1:10:36 And I think that you would agree that had we gone back to the
1:10:40 table, we would have all been where we wanted to be at this
1:10:43 point.
1:10:43 So that’s my only encouragement is that we keep that in mind
1:10:46 going forward, and the sooner that we can do that, I think the
1:10:49 sooner that we can address some of the concerns that have been
1:10:52 brought forward by the community and the teachers.
1:10:54 And I agree with you, Ms. Belford, and I would remind the board
1:10:58 that Dr. Mullins multiple times in his statement in paper, along
1:11:02 with what he said over there, was that we were looking at next
1:11:04 year’s funding, which allowed us to free up reoccurring dollars
1:11:08 that gave us the extra money for this year.
1:11:10 So I was only asking to continue that same thread of thought
1:11:13 where we were looking at next year’s revenue to gain for this
1:11:17 year.
1:11:17 And we could have got to that point per the reoccurring dollars
1:11:20 that we had, and that was my point.

1:12:46 I’m taking a look at this and this is a perfect example of how
1:12:49 we can raise funds throughout the district.
1:12:52 Our advertising group went out and worked out this sale for the,
1:12:56 you know, rental of the name of the stadium.
1:12:59 My point today, and Dr. Mullins was in full agreement on our one-on-one
1:13:03 less than a month ago, was that we have talked up here about
1:13:08 raising local revenue through advertising dollars for years.
1:13:12 And we just don’t seem to get the curve because we got so many
1:13:15 things going on.
1:13:16 We proposed that we go out to an outside advertising agency.
1:13:20 They collect a small percentage of it, but we have literally a
1:13:24 lot of money just sitting that we don’t collect every year.
1:13:27 Naming of stadiums.
1:13:28 We can put up signs that are appropriate to that.
1:13:30 We have frontage on 95s.
1:13:32 We have main drives that you can put up.
1:13:34 I mean, we can wrap our maintenance vehicles.
1:13:37 There’s an entire plan that we’ve already looked at, multiple
1:13:40 ways of recovering this revenue.
1:13:42 And I just wanted to make sure, because I didn’t want to speak
1:13:45 to Dr. Mullins out of turn, that the rest of the board’s on
1:13:47 board with moving towards something like that.
1:13:49 I had already given Mr. Matt Reed a call and just said, “Hey, I’m
1:13:53 going to pull this thing.”
1:13:54 I called him last week when I was looking at the budget or the
1:13:57 agenda.
1:13:57 And he said he agrees wholeheartedly and they’re moving in that
1:14:00 direction.
1:14:00 But I didn’t want to be like a lone wolf pushing an outside
1:14:03 agency.
1:14:03 We have an issue that we don’t want to pay somebody to be doing
1:14:06 that because, one, we’re not the best at that.
1:14:09 And one person that we would cost would not be able to do the
1:14:12 rest of it.

1:26:24 So last week I received a letter from the City of Palm Bay and
1:26:30 under the leadership of Councilman Kenny Johnson, they have
1:26:36 passed ordinance number 2018-69, which creates a youth advisory
1:26:42 board for the City of Palm Bay.
1:26:44 And the purpose is to provide a youth perspective on issues
1:26:48 relevant to the City Council and to facilitate the involvement
1:26:51 of young people in the government process, basically getting
1:26:54 them started at that young age.
1:26:55 And you have attached to the agenda, I believe, the ordinance
1:26:59 and it describes the students that are going to be allowed, you
1:27:03 know, the qualifications.
1:27:04 And I believe they’ve chosen all those students. But as part of
1:27:07 the advisory board, they have a few advisory positions. Councilman
1:27:11 Johnson will be there as a non-voting member.
1:27:13 But they also would like to have a school board representative
1:27:16 and they invited me to do that. But we usually do that by
1:27:18 discussion. And so that’s my area. It’s also part of Palm Bay is
1:27:23 Tina’s area too.
1:27:23 So just wanted to put that out there and just let you know that
1:27:26 that’s if we can kind of get a thumbs up from everybody. I would
1:27:30 love, I’m so excited to be a part of this.
1:27:32 And we were supposed to start this evening, but I believe it’s
1:27:35 actually going to be put off till July for them to get it
1:27:37 started. But again, a non-voting member just as an advisory
1:27:41 position.

1:28:24 Public Schools and his parents are both teachers in our schools.
1:28:28 And, you know, he’s only 25.

1:28:33 And I think he’s an example of how youth getting involved at an
1:28:37 early age, you know, he’s really encouraging people as such a
1:28:41 young person to get involved in city government and to move

1:28:47 people get involved and not be turned off.
1:28:49 So much of what we have in going in politics these days really
1:28:52 turns young people off and to try to turn them on by giving them
1:28:56 a voice and letting them get involved and see what it really
1:28:59 looks like from the inside out I think is important.

1:34:04 let you know that the BFT is welcome to use the communication

1:34:08 and resources at the district that they don’t traditionally use
1:34:12 to help facilitate this process.
1:34:14 Some of the tools that we’ve looked at and considered include
1:34:17 robocalls.
1:34:18 GCR is looking in to make sure that that’s a possibility to
1:34:21 isolate teachers and send out a call to teachers.
1:34:24 District email, access to teacher mailing lists, BPS social
1:34:29 media, obviously communication with principals to facilitate
1:34:32 having the schools open on the date and time that a vote may
1:34:37 occur.
1:34:37 I look forward to working with the BFT cooperatively with Mr. Clucci
1:34:42 and Mrs. Skipper to facilitate this process.
